Trump's Iran no-strike pledge pushes the oil-supply risk past November 3

Trump ruled out US strikes on Iran before the November 3 midterms and kept the naval blockade in force. Brent still traded near $103 a barrel on Friday, and a pledge that lapses on election day returns no Iranian oil to the market.

What happened

  • Treasury's OFAC sanctioned 27 firms, six individuals and 22 vessels tied to Iran's oil trade on the same Thursday as the pledge, under its Operation Economic Outcast.
  • Trump had told reporters late Wednesday that renewed strikes were under consideration, and CNBC said the remark helped lift Brent more than 4% to above $104 on Thursday.
  • The US is sending about 9,000 sailors and Marines and a third aircraft carrier, a buildup that could put three carriers in the Middle East by late October, the Associated Press reported.
  • Reuters reported in September that top Trump aides wanted the war contained through the midterms while leaving heavier US strikes open after the votes are counted.

The market put about a dollar a barrel on the pledge. Against the roughly $100 level implied before Thursday's jump [24], Brent at about $102.91 on Friday [4] had given back roughly $1.09 of a $4 move, or about a quarter of it [12]. WTI eased from near $93.20 to about $90.40 over the same stretch [4].

The pledge touches less supply than the headline suggests. Trump wrote that "the Blockade will remain in full force and effect" and that there was "not one barrel coming from, or going to, Iran" in the night's Hormuz traffic [5]. Taken at his word, a pause in bombing returns no Iranian oil to the market. In our view it lowers one thing, the chance that a strike spills into the non-Iranian flows through the strait, and only for the 26 days left before the vote [3].

Iranian supply is being squeezed harder in the meantime. Treasury singled out 17 vessels it accuses of secretly moving millions of barrels of oil and petrochemicals into markets across southern and eastern Asia [15]. A senior Treasury official called the package the administration's biggest action yet against Iran's last remaining network of hidden oil shipments, according to Cryptopolitan [16]. Washington is holding back strikes before the vote while it spends sanctions designations and keeps building forces in the region [18].

CNBC tied the softer tone to falling public support for the war [11]. Backing for US military action against Iran fell to 31% in an August Reuters/Ipsos poll from 37% in March, and 83% expected the conflict to drag on [10]. At a rally on Wednesday night, Trump said a deal with Iran was "not really something that I wanted to do" [20]. On Thursday he described "productive discussions" with Tehran [7].

Three outcomes would price differently. A negotiated loosening of the blockade is the only path that brings Iranian barrels back. The pledge could hold to November 3 [1] and the strike question reopen once votes are counted. Or the sanctions could shrink the hidden Asian trade further while no strike comes at all.

We think the second outcome is the likeliest. The risk to supply is about the size it was on Wednesday, with a later date on it. Brent on Friday still sat about $2.91 above the level implied before Thursday's jump [17]. If Brent falls below $100 before November 3 while the blockade holds [2], the strike premium was most of the price, and we are wrong.

What to watch

  • Iran's foreign minister said Tehran would answer US proposals in the coming days; any terms touching the blockade would be the first route for Iranian barrels to return.
  • Whether OFAC follows Thursday's package with designations aimed at the Asian buyers receiving the hidden cargoes.
  • What the White House says about strikes in the first days after November 3, when the pledge lapses and the carrier buildup is due to be complete.
