Solid on the paperwork, blank on the school
We can state with some assurance who was appointed, when the report is due and what it must cover; a NASA release is a reliable source for NASA's own org chart. Beyond that the ground gives way. Whether an academy follows, at what cost, under whose department, with what obligation on graduates — none of it is knowable from a single issuer document with no independent corroboration and an internal tense problem about what was even signed.
