Trump puts the case for firing Fed Governor Lisa Cook on a November calendar
Trump named a three-member White House panel to decide whether there is cause to fire Fed Governor Lisa Cook, with a closed hearing on Nov. 5. Quartz reported that Cook's last written reply is due Nov. 10, so the route to opening a Fed board seat now runs on a calendar.

Taken as deal terms, the memorandum dates Cook's obligations and leaves the president's open [6]. Her written position statement must reach the panel at least three days before the hearing, so by Nov. 2 [6][20]. The hearing is capped at four hours [5]. Her post-hearing statement is due Nov. 10, five days after she is questioned [6][19]. The committee then sends Trump its findings and a removal recommendation [6], and the reports do not say by when.
The structure answers the June ruling [14]. Trump's first move, in August 2025, was a firing without formal notice [13]. The second, after the ruling, was an August letter giving Cook 21 days to answer, and her lawyers rejected the allegations as baseless [15]. This third attempt gives her the evidence the panel is considering, a transcribed hearing and two written filings [8][4][6]. In my view it is built to meet the court's notice-and-response test.
Trump described the panel as part of his job [9]. "As President, it is my job to ensure the laws are faithfully executed, including by firing subordinates who cannot be trusted to tell the truth and follow the law," he said in the memorandum [9]. Cook's lawyers said "we have grave doubts that this 'hearing' is a legitimate one that would conform to the law," citing "the President's repeated statements that he has already decided to fire Governor Cook," according to Axios, as cited by Quartz [10]. Cook has not been charged with any crime and denies wrongdoing [11].
Given the panel's makeup [2], the likeliest sequence is a removal recommendation after Nov. 10, a firing, and a second round in court over what counts as cause [14]. Judge Jia Cobb runs the other clock. She expects a joint status report on how the litigation should proceed on Nov. 6, the day after the hearing [17][22]. A finding that cause is lacking is the outcome Cook's lawyers say Trump has already ruled out [10].
American Banker reported that Trump has insisted for years that rates should be considerably lower, and that the panel is likely to revive concerns about his effort to replace governors with picks closer to his own views [18]. The bond-market exposure is the seat, or rather whoever fills it after a process the president controls. The White House is not waiting for a court to define cause [14]. It set a 29-day clock from the memo's Oct. 7 date to the hearing [7][21]. The view is wrong if the panel's report reaches Trump without a removal recommendation, or if Judge Cobb's schedule keeps any firing on hold until the cause question is argued.
