What happened

The young-worker series is the one a labor-compliance thesis for Seongsu-dong leans on, and its 2026 pace is lower than last year's. The ministry counted 452 complaints from workers in their 20s and 30s through August [5], or 56.5 a month; last year's 805 [4] averaged 67.1 a month, so this year runs 15.8% slower [15]. Eight months is a short window, and a heavy autumn could close the gap, though matching 805 would take 353 complaints in the last four months, about 88 a month [16].

The district count is by workplace location, and Seongsu-dong is one neighborhood inside Seongdong, where Gentle Monster's operator IICOMBINED and Musinsa have both set up [12]. The harassment percentage sits on a small base: 282.2% is 206 additional complaints [17], against 2,046 additional wage-arrear complaints [14].

Where an employer is named, the per-head sum is small. The July inspection found 430 million won in wages withheld, night and holiday premiums among them, from 464 employees [10]. That is about 926,700 won each, roughly $650 [13].

In our view the compliance-risk case holds for IICOMBINED, where a February ministry survey and a July ministry inspection point the same way [8][10], and it is unproven for Musinsa and the rest of the district's employers. Kim Joo-young, the Democratic Party lawmaker who received the data, said, "I will call on the government to conduct thorough oversight so that labor conditions at workplaces where young people are concentrated can be examined closely." [7] The July inspection is the only enforcement action the source reports [10].

What to watch

  • Whether the Seoul Eastern Branch Office releases Seongdong complaints by neighborhood or employer, which would show how much of the 136.3% rise sits in Seongsu-dong.
  • Any ministry inspection result or employee survey covering Musinsa, the other employer the source names.
  • Whether a follow-up ministry survey of IICOMBINED shows the 47% unpaid-overtime share falling.
