Carney and Macron task their space agencies with sharing launch systems and ground stations

Canada's search for partners outside Washington now has a work order behind it, because the two governments told their space agencies and defence ministries to share infrastructure. The gas Macron asked for still waits on contracts.

Why it matters

The operative sentence is the tasking. Carney said the two countries will instruct their space agencies and defence ministries to develop and share infrastructure, launch systems and ground-based reception facilities among it [2]. Agencies can begin that inside budgets they already hold. Carney's office said the leaders also discussed aerospace, energy, critical minerals and advanced technologies including quantum computing, satellites and supercomputing [13].

On energy, Macron only stated an intention. "What we want to do is conclude agreements to secure more liquefied natural gas that can be shipped to Europe's Atlantic coast," Macron said [12], after describing Canada as "a country with significant resources of critical minerals and rare earths" and "a major oil and natural gas producer" [11]. According to the South China Morning Post, he would like Canada to broaden its LNG exports to Europe rather than Asia, and he is under domestic pressure over rising fuel prices [16]. Neither government put a volume, a price or a date on it.

Days before the meeting Carney embraced the prospect of Canada becoming the European Union's first associate member, arguing that deeper European ties would leave Canada less vulnerable to economic coercion by any single country [4]. "Canada and Europe will build an alliance for the future that will strengthen our collective resilience so we can live our lives as we choose based on the values that we share," Carney said [5]. Because the status would be a first, there is no existing arrangement to accede to, so the terms have to be negotiated [4]. He has at least named the constraint he is managing. Set against that, the cheaper explanation of Sunday is that France wants gas while the Iran war disrupts supply [10] and Canada wants buyers that are not American [1]. Both governments can say so without signing anything.

Saint-Pierre-et-Miquelon carried the rest of it. The archipelago has about 5,800 inhabitants [7], is France's only remaining territory in North America [19], and had not received a French president since 2014, a gap of 12 years [21]. Trump posted an image showing the islands covered by the US flag weeks before the trip [18]. "There's no doubt [it is French]," Macron said after landing late on Saturday [20].

Macron used the same sovereignty language on Greenland, where Trump announced a deal that expands the US military presence while the island remains under Danish control, after months of threats to seize the territory of a NATO ally [14]. "Danish sovereignty is being respected, international law is being respected," Macron said [15].

Trump's tariffs, his demands for economic concessions and his repeated talk of making Canada the 51st state are what pushed Ottawa into this search for other partners [6]. The test of whether the search is now procurement is narrow: an offtake contract naming Atlantic-coast delivery, or a shared ground facility with a budget line. If the next meeting produces another list of strategic sectors, the diversification has stayed at the level of ministries.

What to watch

  • A signed LNG offtake or a liquefaction investment decision naming Europe's Atlantic coast as the delivery point.
  • The EU's own definition of associate membership, and whether Canada's terms are drafted before the next summit.
  • A named shared launch or ground-station facility appearing with a budget line in Canadian or French estimates.
