According to crypto.news, Beijing put the network in the opinion's section on joining the real economy to the digital one, next to manufacturing upgrades and national data infrastructure [3]. The instructions around it cover smart manufacturing, industrial internet projects and the East Data, West Computing program [5]. In our view that placement shows what the state wants from blockchain: a shared record for industrial and commercial data, run as infrastructure. The counter-case is that one line among 19 measures [1] costs nothing to write until someone pays for it.

The financing provisions tell authorities to use existing fiscal policies, encourage sustained private capital into technology development, and build mechanisms that raise investment in future industries and share its risks [6]. We take that to mean Beijing is not, on this evidence, setting aside new money for the network. It is pointing existing budget lines and private investors at a list that also includes an integrated national computing network [1] and East Data, West Computing [5]. The opinion as crypto.news reported it does not include an operator, a budget or a start date for the blockchain network [1].

The link to bank lending comes from the April notice [7]. That notice called for standardized information sharing among banks, tax authorities and businesses so lenders could assess borrowers, along with better credit models and loan approval processes [8]. Add the opinion's rules on data ownership and trading [4], and small-business credit gets a property regime to go with its data feed. Joining the two is our inference, drawn from documents issued by different bodies.

The digital yuan is growing on the central bank's own schedule. The 30 approved banking operators [13] were 22 before the Aug. 17 round [14], so one approval grew the base by about 36% [15]. The only settlement figure on record is a single deal. ICBC's Shanghai branch and ICBC Singapore settled nearly 10 million yuan of import shipping fees over the upgraded Digital Currency Express platform, and the recipient was paid the same day, Mobile Payment Network reported in July [12]. Guangdong's commerce department wrote cross-border digital yuan trials into a 2026-2030 free trade zone draft on Aug. 6 and took public comment until Sep. 5 [10].

The first possible outcome is that the national network becomes the shared ledger for the tax and lending data the April notice describes [7]. The second is that it carries the cross-border data movement the opinion asks for [9] and meets the Guangdong trials on the payments side [10]. The third is that it stays a sentence on paper while the computing projects take the capital [5][6]. We think the first is the most likely, because the agencies, the borrowers and the information-sharing standard already exist [8]. We would be wrong if the implementing rules keep small-business tax data off the network and give it no role in bank credit.

  • An implementing document that names an operator, a budget or a timetable for the national blockchain network.
  • The next People's Bank of China operator approvals, and whether digital yuan settlement volumes beyond single deals like ICBC's are published.
  • Guangdong's final 2026-2030 free trade zone plan after the Sep. 5 consultation, and whether the cross-border digital yuan trials stay in it.
