Bessent says the US and China discussed a notification mechanism for AI incidents
Sunday's talks in New York put an AI dialogue next to the tariff agenda before Thursday's White House summit. The concrete piece Treasury described is a channel for flagging national security AI incidents, plus a promise to meet again.

A notification mechanism has one job: to tell the other government that something has already happened. Bessent said the two sides discussed a proposed mechanism covering national security-related AI incidents, and described the direction of travel as moving from "opaque to more transparency" between the two top AI powers [5]. Rep. Ro Khanna asked for a different instrument on Sunday, saying an agreement on AI "needs to be the first agenda item on the Trump-Xi Jinping summit" to set "basic standards" [12]. It "should include international monitoring; it should include checks through the data centers, where you can tell whether a model is being used for inference or training," Khanna said, adding that it "should use enforceable and verifiable tools" [13][14].
On the AI side, what Sunday produced is an agreement to hold another AI meeting [4]. Anyone budgeting this quarter on the expectation that the summit loosens technology sourcing is pricing an outcome well beyond that. The tariff side has more shape to it. Bessent said the two governments are working through a newly operationalized "board of trade" to identify goods that could be "traded in a balanced way," and named consumer and low-tech items, energy products, agricultural goods and, potentially, medical devices [6]. Every category on that list is non-sensitive by the exercise's own definition, so controlled technology sits outside it [15]. Greer used the same term, saying the administration would pursue balanced trade "by monitoring the implementation of recent commitments, optimizing trade in non-sensitive goods, and improving market access for American farmers, manufacturers, and workers" [7].
The calendar is worth separating from the institution. Thursday is a meeting between two principals with a state dinner attached, their second face-to-face this year after Beijing in May [8][9]. The AI channel, if it gets built, would be a standing arrangement between the two governments that survives changes of agenda. A buyer choosing a supplier this quarter can treat the first as a possible tariff event in named categories and the second as a governance development that nobody has to comply with yet.
CBS News reports the leaders are also expected to address an expiring trade agreement between the two countries and to discuss critical minerals [11]. Those two items have dates and volumes behind them, while the AI track, as Bessent described it, has a follow-up meeting [4].
What to watch
