Bulgaria's prime minister points to Russia for Black Sea ship strikes but cannot prove it

Drone strikes on at least seven ships off Romania and Bulgaria this month have left two people dead and at least 25 missing, ABC News reported. Some NATO members wonder whether Moscow is testing their support for Ukraine, but the account does not establish who launched the drones.

What happened

  • The San Marino-flagged tanker Wine Trader, sailing from Tunisia to Romania, was hit by a drone on Thursday and caught fire; five crew were rescued and seven are missing.
  • On Tuesday two ships were struck off Bulgaria: all 15 crew of the Ukraine-operated Chelsea 3 were evacuated, but 11 crew from the HS Dignity are still missing.
  • A Turkish-owned cargo ship carrying corn caught fire after a drone attack and sank off Romania earlier in the month; two people died and 11 crew were rescued.
  • After meeting Radev and Dan on Thursday, NATO's Mark Rutte said on X: "NATO has strengthened our posture along the eastern flank including with increasing counter-drone capabilities."

Why it matters

  • What doesn't add up contradiction Zelenskyy attributes the corn-ship sinking to Russian drones, Radev offers a deduction, and Dan has not said whose drones hit the vessels, so the flat attribution in this account comes from a party to the war.
  • What it limits constraint The strikes fell in exclusive economic zones, and Romanian analyst Radu Tudor said it is "a matter of discussion" whether an Article 5-type reaction covers those waters.
  • Who's exposed exposure Two of the tankers hit were bound for Romania from Tunisia and Turkey, so routine Romania-bound shipping is inside the strike area alongside Ukraine's grain trade.

The idea that Moscow is probing NATO needs two things to be true: Russia launched the drones, and it meant to test the alliance. The account establishes neither. Bulgarian Prime Minister Rumen Radev reasoned toward the first by elimination. He told his Parliament: "There is no logic in Ukraine attacking its own ships and crews, given that the outcome of all these attacks favors Russia" [22]. One of the vessels hit, the Chelsea 3, is Ukraine-operated [10]. Radev added: "The problem is that we cannot prove it." [9]

Background makes the suspicion easy to hold. Russia has repeatedly bombarded Ukraine's Black Sea and Danube ports, so Kyiv now depends more on other routes to ship grain to buyers in the Middle East and Africa [12]. Russian drones have crossed into Romanian airspace again and again close to some Ukrainian ports on the Danube [13]. Neither fact identifies who launched these drones. Russia's ambassador in Sofia said she did not have any information from the Russian defense ministry [11].

The casualty tally needs care. Seven missing from one tanker and 11 from another make 18 missing from two vessels [16]. A Togo-flagged ship that sank earlier in the month had 12 sailors reported on board and no sign of them [14]. ABC News does not say whether those 12 are inside its count of at least 25 missing [2].

Romania's president has promised a response. Nicusor Dan said in Brussels on Thursday: "There will be a reaction from the Romanian state" [8]. Acting Defense Minister Radu Miruta said an investigation into the Yara J strike was underway [15]. The trade-off is speed against proof. Waiting for attribution is slow. Naming Russia first risks drawing other countries directly into the war, a danger ABC News flags [19]. Radu Tudor, the Romanian defense analyst, argues NATO has been too slow: "Words are not enough," he said [18].

We think the sources support a narrow reading for now. The open items this month are the Romanian investigation and the form of Bucharest's reaction. Whether the strikes are a deliberate test is a question about intent, and one incident does not settle intent; a run of further attacks in the same zones, or a government naming a sender with evidence, would move it. We do not know yet. Until then, the responses Bucharest and Sofia choose rest on suspicion.

What to watch

  • What form Romania's promised reaction takes, and whether Bucharest or Sofia names a sender with evidence.
  • The result of the investigation into the Yara J strike announced by acting Defense Minister Radu Miruta.
  • Whether NATO allies say publicly that strikes inside exclusive economic zones fall under an Article 5-type response.
