Trump's Russian diesel deal runs against a 2022 import ban that passed the House 414-17

Six senators from both parties urged Trump to reverse his deal with Putin to import Russian diesel ahead of the midterms. Fortune reported that energy experts doubt the diesel will lower US pump prices.

Six senators from both parties urged Trump to reverse the Russian diesel deal. Most of the sanctions law's provisions take effect Oct. 18, at the end of the administration's 30-day review period. Diesel at $6 a gallon has become an issue in Iowa.

What happened

  • Trump said the deal with Putin would unleash hundreds of tons of diesel.
  • The 2022 ban lets a president seek its lifting if an agreement is reached to withdraw Russian troops and cease military activity, with congressional review and Ukraine's acceptance.
  • The main provisions of the new Russian sanctions law take effect Oct. 18, at the end of the administration's 30-day review period.
  • Diesel at $6 a gallon has become an issue in Iowa, where Republican Rep. Ashley Hinson faces Democrat Josh Turek in a competitive Senate race.

Why it matters

  • contradiction Trump blamed Zelenskyy for America's high diesel costs, while the report attributes the price rise largely to disruptions from the US war against Iran, so the stated cause and the stated fix do not match.
  • decision Bessent and Rubio hold a Senate letter naming shadow-fleet tankers as the top priority and a presidential deal that lets Russian energy flow. Enforcement attention spent on one is not spent on the other.
  • exposure Fleets and farms budgeting diesel cannot count on relief from this deal, since the energy experts Fortune cites expect little price effect, and the Oct. 18 sanctions schedule is now uncertain.

The deal is a sanctions question, or rather two of them. The first is the 2022 ban on Russian energy imports, which the House passed 414-17, or 96.1% of the 431 votes cast, with no senator opposed [4][16]. The second is the sanctions law Congress approved last month and Trump signed, with tariffs on countries that keep importing Russian oil [6]. Fortune reported that the start of that law's main provisions now appears to be in question because the diesel deal allows Russian energy to flow [15].

The legal objection is already on the record. "Trump is directly violating that law," said Rep. Lloyd Doggett, D-Texas, the 2022 bill's chief sponsor [17]. William Taylor, a former US ambassador to Ukraine now at the Atlantic Council, said in an interview Monday: "And the cost to us, the United States, is high." [13] Treasury did not immediately respond to a request for comment, and the report does not say what legal basis the administration is relying on [18].

Trump's replies have been short. "Anything that could help our farmers, our ranchers, I like," he said Monday outside the White House [9]. Asked about Republican criticism, he said the critics "can't really be serious" [10].

A pump price is set by the whole diesel market, and the deal adds only the diesel that actually arrives. In our view that makes the sanctions exposure larger than the supply gain. The counter-case is Trump's incentive: an AP-NORC poll published Oct. 1 found that Americans disapprove of his handling of the Iran war and blame him for higher prices [12], so a president in that position has reason to take even a small gain.

The story could also go differently from our expectation in two ways. Diesel could arrive in volumes large enough to move prices before the midterms, in which case the experts Fortune cites are wrong and so are we on supply. Or the tariff law could take effect on schedule regardless, which would leave the deal as a political fight with little enforcement consequence and weaken our sanctions-risk argument. We would revise the view if either happens.

What to watch

  • Whether the main provisions of the Russian sanctions law take effect on Oct. 18 as scheduled, or the administration delays or narrows them.
  • Any Treasury or State statement of the legal basis for the diesel imports; Treasury had not commented when the report was published.
  • Whether shipments arrive in volumes large enough to move US diesel prices, which is the claim the energy experts doubt.
