A dev.to read of JetBrains' 10th Developer Ecosystem Survey puts Claude Code at 39% of workplace use against Copilot's 21%. The rate of change matters more than the rank.

Awareness is not the variable doing the work here. Claude Code and Copilot are known to the same 79% of respondents [8], so both draw from an identical pool of people who have heard of them. Convert it: 39 points of workplace use against 79 points of awareness puts Claude Code at 49% of the developers who know it exists, while Copilot converts 27% [3]. Codex turns 65% awareness into 16 points of use, about a quarter; Cursor manages 16% of its 75% [4]. Cursor's awareness went up while its workplace use went down [10], which is the shape of a tool people tried and then left out of their working set.
The renewal arithmetic is what should worry anyone holding a signed agreement. A Copilot standard set in mid-2025 was set on a number that had been sitting between 29% and 31% for months [7], and stability is precisely what a standardization committee buys. Twenty-one percent is nine points off that band's midpoint, a 30% relative decline, and the gap between the last stable reading and the new one is roughly five months [2].
Now add the four named tools: 39 plus 21 plus 16 plus 12 gives 88 points of workplace adoption against the 90% who use an agent weekly [5]. Since the same survey has open-source agents and other commercial products gaining ground too [14], that sum only balances if a good number of developers are running more than one tool at work. The standard is already plural at the desk, whatever the master agreement says.
All of this arrives second-hand. The figures are a dev.to analysis of JetBrains' data, and the same post pauses mid-argument to recommend an API gateway for organisations managing multiple model endpoints [12]. The headline number is written as "up to 90%" [3], which is a hedge, and the question wording behind it is not on the page. Weekly use of an agent is a low bar: one prompt on a Tuesday clears it, and the survey's own description of what agents do, reading whole repositories and running test suites [13], is a much higher one.
What the material supports is narrower and more useful than the rank order. The tool many organisations blessed about a year ago is now reported in use at work by one developer in five [7]; the one they did not bless is used by two in five, roughly 1.9 times as many [1], and 47% in the United States [6]. A procurement decision does not have to have been wrong to be stale. The cost of reopening it is a week of arguing, against a year of paying for seats that people are routing around.

Single unlinked secondary recount
Every figure in the cluster traces to one self-published dev.to post that paraphrases a JetBrains survey without linking it, without methodology, and without any corroborating or contradicting source. Internal arithmetic is consistent (39/21 is about 1.9; 21 versus a 30% midpoint is a 30% relative drop; conversion ratios check out), which is why the score is not lower, but consistency of restated numbers is not verification. The body is also truncated mid-sentence and mixes a product pitch into the findings.
Broad claimed usage, one survey of record
The story does describe quantified, dated, cross-tool adoption: weekly agent use near 90%, Claude Code 39% (47% US), Copilot 21%, Codex 16%, Cursor 12%, OpenCode 7%, Antigravity 6%. That breadth is real signal about workplace usage rather than mere announcements. It is discounted heavily because all of it is self-reported survey data reaching us through one unverified retelling, with no deployment, seat, or telemetry disclosure from any vendor and no reconciliation of shares totalling 88 points against 90% weekly use.
Displacement framing outruns the evidence
Positive gap: the headline conclusion that Copilot is now the minority tool and that competition has moved to full-cycle agents is asserted on second-hand, self-reported survey numbers with no primary link, while the source's own figures show overlapping tool use (88 points across four tools against 90% weekly use) and unchanged 79% Copilot awareness. Language such as 'explosive growth' and the hedged 'up to 90%' amplify further, and the analysis doubles as a plug for a commercial gateway. The underlying direction of travel may well be right, so this is overstatement of certainty rather than fabrication.
Undisclosed product placement inside the analysis
The post inserts a recommendation for the commercial 4sapi API gateway directly into the paragraph carrying the headline survey findings, with no affiliation or sponsorship disclosure, which is a clear commercial incentive on the interpretation layer. The underlying data is attributed to JetBrains, itself a vendor of competing developer tooling, and no vendor named in the tool rankings is given a chance to respond. Score is not higher because the survey numbers are attributed rather than authored by the promoted party.
Low: one publisher, no primary document
Confidence in this assessment is limited by cluster shape rather than by internal contradiction. There is one publisher, one source item, no primary JetBrains report to check figures against, and a truncated body that cuts off during regional detail. The claims are internally coherent and arithmetically checkable, which supports a directional read, but nothing here independently verifies the survey figures or the displacement conclusion.
