Korea puts 16 new ministry posts behind a planned 800 trillion won chip build-out
South Korea's trade ministry will open a director-general-level chip office on Oct. 20 to run projects such as the southwestern cluster. It brings 16 new posts, en.sedaily.com reported, against 800 trillion won of planned chip investment, per the Korea Herald.

The Advanced Semiconductor Division adds six staff, the Semiconductor Policy Division five and the Semiconductor Ecosystem Division four, plus one director-general-level support group head: 16 additional positions.
| Figure | Value | Note | Claim |
|---|---|---|---|
| Advanced Semiconductor Division staff | 6 staff | 6 | |
| Policy Division staff | 5 staff | 6 | |
| Ecosystem Division staff | 4 staff | 6 | |
| Director-general group head | 1 post | 6 |
What happened
- The existing Semiconductor Division becomes the Semiconductor Policy Division, and two new divisions, Advanced Semiconductor and Semiconductor Ecosystem, are added beside it.
- The ministry's authorized headcount rises by 20 in total, and the four posts outside semiconductors go to a new India Trade Cooperation Division.
- The Korea Herald says the office will also coordinate infrastructure for major chip complexes, covering electricity, water, transportation and environmental approvals that could delay construction.
Why it matters
- cost Part of the cost lands on existing units: the Coal Industry Division becomes a team, and other units are adjusted to concentrate staff on chips and India.
- constraint Power, water and environmental approvals are the listed bottlenecks. The office's role is to coordinate them.
- exposure With sole charge of cluster designation and the basic plan, the group is the single place where a Samsung or SK hynix cluster project can stall.
Of the 20 posts the ministry gains, 16 go to semiconductors, or 80% [13]. The Korea Herald puts expected Samsung Electronics and SK hynix investment at a combined 800 trillion won across the Seoul metropolitan area and southwestern Korea [15]. Divide one by the other and each new post sits beside 50 trillion won of planned corporate spending [17]. The oversight is cheap for the state because the companies are the ones expected to spend the money [15].
The Korea Herald says the office will coordinate infrastructure for the chip complexes, including electricity, water, transportation and environmental approvals that could delay construction and production [9]. Sixteen people can chase those approvals. The sources do not describe what authority the group holds over the agencies that grant them.
If the statute carries the weight, the group is enough: the Special Act sets a framework for investment incentives, infrastructure, research, workforce training and supply-chain security [10], and the Herald says consolidating those duties is meant to accelerate decision-making [16]. If the group is mainly a coordinator, it becomes a single queue, because en.sedaily.com reports it takes sole charge of the basic plan, the special committee and cluster designation [5]. If the delays are physical, headcount changes little.
Our view is that the group fixes who answers for each cluster's schedule, and that the schedule itself still depends on approvals the group coordinates but, on these accounts, does not issue. That view is wrong if cluster designation and the first infrastructure approvals arrive on time with no further headcount.
Minister Kim Jung-kwan framed it as a competitiveness question. "Amid an intensifying battle for semiconductor supremacy, we will use the Semiconductor Innovation and Growth Support Group to back corporate investment and technological innovation, including mega projects, and further solidify our semiconductor competitiveness," Trade and Industry Minister Kim Jung-kwan said, according to en.sedaily.com [11].
The two accounts differ on small points. En.sedaily.com calls the body a group; the Korea Herald calls it an office and says the name is tentative [3]. The Herald counts three divisions under it [12], which matches en.sedaily.com's account of one renamed division and two new ones [14].
What to watch
- The final name and headcount when the structure takes effect on Oct. 20, since the Korea Herald calls the office name tentative.
- The first cluster designation under the Semiconductor Special Act, and whether the southwestern cluster is among them.
- Any statement of what authority the group holds over the agencies that grant electricity, water and environmental approvals.
