OpenAI's ChatGPT ads use the live conversation on Free and Go plans, with personalization on or off

OpenAI is rolling out ChatGPT ads to eligible Free and Go users in selected regions, matched in part to the current conversation. A work prompt typed into a personal free account falls inside that matching, though OpenAI says advertisers do not receive chats.

Free and Go ads can draw on the current chat How ChatGPT's ad rollout reaches Free and Go users, paid subscribers and advertisers, as OpenAI describes it via Gadget Review.

Free and Go: ads rolling out in selected regions. Plus, Pro, Business, Enterprise, Edu: no ads. Ads use the current chat's context and intent, plus broader activity with personalization on. Off, ads may still use the current chat. Inclusion targeting needs at least 25,000 matched users.

What happened

  • Plus, Pro, Business, Enterprise and Edu subscribers do not receive ads, so the rollout reaches only the free and low-cost tiers.
  • OpenAI's help documentation lists the current conversation's context and intent as an input to ad selection, and adds broader account activity when personalization is on.
  • OpenAI's documentation sets a floor of 25,000 matched users for inclusion targeting; smaller audiences may be used only for exclusions.

Why it matters

  • Who's exposed exposure Staff using a personal Free or Go account for work put those prompts into OpenAI's ad matching. The business plans, which do not show ads, are the only tier outside it.
  • What it limits constraint The personalization toggle cannot keep a work prompt out of ad selection, so a policy of telling staff to switch it off does not close the exposure.
  • Who has to decide decision Security teams that permit personal AI accounts for work must weigh OpenAI's statement that advertisers get no chats against the fact that its claims are unverified. The alternative is moving staff to an ad-free plan.

The documented path for a work prompt on a personal free account ends inside OpenAI's own ad matching. OpenAI says it does not pass conversations to advertisers or marketing partners, and that ads have no effect on the answers ChatGPT gives [11]. Gadget Review, which summarizes OpenAI's help documentation and a 404 Media investigation, reports no case of an advertiser receiving prompt text.

The matching itself reads the prompt. Advertisers supply "context hints," descriptions of conversations, topics or keywords where their product might fit [4]. OpenAI says the hints guide matching, are not exact-match keywords and do not guarantee delivery in a given conversation [4]. What a staff member types is an input to which ad appears, whatever the account was opened for.

The personalization switch does not change that. With it on, OpenAI says it can use selected signals from broader ChatGPT activity [3]. With it off, users may still see ads based on the current chat thread, while other threads, ad history and topics are not used [5].

The identity link is a separate question. 404 Media reported that advertisers can upload customer or prospect lists to build custom audiences, using raw emails, phone numbers, SHA-256 hashes of both, or Google Advertising IDs [6]. Zach Edwards of DecryptAds, quoted by 404 Media, called OpenAI's approach "boiling the frog," according to Gadget Review [8].

For a single employee, the stated limits matter. OpenAI's documentation says inclusion targeting needs at least 25,000 matched users, and smaller audiences may be used only for exclusions [7]. On those terms an advertiser cannot build an audience of one person from an email address. OpenAI also says uploaded files are deleted after processing and that advertisers cannot identify matched individuals or select specific users [10]. Gadget Review notes these are OpenAI's stated policies and have not been independently verified [10].

The reporting does not cover work use or employer policy. Business and education plans do not show ads [2], and ad matching runs on the personal free tier [1]. Users can dismiss ads, submit feedback and see why a given ad was shown [9].

What to watch

  • Any independent test of OpenAI's stated claims that advertiser files are deleted and matched individuals cannot be identified.
  • Expansion of the ad rollout beyond the selected regions OpenAI has named so far.
  • Changes to the personalization controls, including whether OpenAI lets Free and Go users opt out of current-thread matching.
