Xi brings Beijing's March 'strike' wording on Taiwan independence into his National Day speech

Xi Jinping vowed on Sept. 30 to 'resolutely strike' Taiwan independence forces, hardening the 'oppose' he used at last year's National Day reception. Beijing's work report adopted the same verb in March, so for anyone pricing Taiwan or China risk the speech confirms a six-month-old formula.

At the 2025 reception Xi said China must "resolutely oppose Taiwan independence separatist activities and interference by external forces, and firmly safeguard national sovereignty and territorial integrity" [4]. This year, according to Xinhua, he said China would "resolutely strike at Taiwan independence separatist forces and oppose interference by external forces" [2]. "Oppose" is still in the sentence. It now covers only outside interference, and the independence camp gets the harder verb [4].

For a portfolio the date matters more than the verb, or rather, the gap between two dates does. Roughly six months separate the March work report from the Sept. 30 reception [1]. Anyone who repriced Taiwan or China exposure in the spring learned nothing new about the wording on Sept. 30. Anyone who wrote March off as drafting has now heard the verb from Xi himself, in a room of about 800 people that included all seven members of the Politburo Standing Committee [8].

The summit request is the odd term. Xi asked Trump to oppose Taiwan independence [1], which is the verb Beijing has dropped from its own formula on independence [2]. So what Beijing asks of Washington sits one step below what it says about itself. The Seoul Economic Daily's account does not report how Trump answered, and it describes no measure attached to the new wording.

The speech fits more than one outcome. One is that "strike" becomes boilerplate and the 2027 calendar, with the PLA's centenary and the 21st Party Congress [7][3], passes on words alone. Another is that the verb comes before measures against the Democratic Progressive Party administration, which the report says Beijing is pressuring [7]. The third runs through Washington: the summit ask produces a US statement using "oppose", and Beijing gains ground in Washington's text while its own stays where it is.

I think the change belongs in a risk model as a level set in March, confirmed on Sept. 30 and dated to 2027. The escalation case goes further. It holds that a head of state repeating a work-report verb at the year's main set-piece makes it his personal commitment, and that he did so after raising Taiwan with Trump. Two things in the same speech cut against that case: the restraint next to 2024 and the line on peaceful development [6][3].

The rest of the speech went to the economy and foreign policy. Xi said China was on track to meet its annual growth target and had made a smooth start to the 15th Five-Year Plan covering 2026 through 2030 [9]. He also said China must "inject more certainty and positive energy into a world entangled in turmoil and change" [10]. My view is wrong if Beijing ties the verb to a concrete measure against Taiwan before the 2027 dates. In that case the September repetition was the warning that counted, and the March text was only its first draft.
