A civilian-use license lets Beijing meter yttrium one buyer at a time

Yttrium's export rules survived the Busan truce, and the two shipments the United States has received since February's coating-line stoppages add up to 89 tonnes against a world market estimated at 10,000 to 15,000 tonnes a year.

What happened

  • Beijing placed yttrium and six other rare earth elements under export control in April 2025, and shipments abroad almost stopped after the rules took effect.
  • The United States received no Chinese yttrium until October 2025, when shipments partly resumed just before Xi Jinping met Donald Trump in Busan, South Korea.
  • By February 2026 the shortage had become acute enough to halt production in the US thermal barrier coating supply chain.

Why it matters

  • constraint Proof of civilian end use has to be produced for each shipment, so the gate on a qualified coating input sits with a government, and no purchasing team can reschedule it.
  • exposure Any US or Japanese line whose coating input is single-sourced from China is now reachable individually, and the escalation path for a denied license runs through a head of government.
  • precedent Tokyo diversified and stockpiled after 2010 and is still dependent, which sets the realistic timescale for anyone starting that work now.

The instrument is a license condition. Chinese exporters have to prove the yttrium will be used for civilian purposes only, and that rule stayed in force when China agreed to defer tougher restrictions on rare earths and magnets for a year [3]. Approval therefore lands per shipment and per buyer. Reuters, in a report summarised by mezha.net, says that granularity is what lets Beijing meter supply for a particular country or a particular company, and that exports fell again after the October meeting [4].

Yttrium is not formally a rare earth element, but it almost always occurs with them, so it is handled in the same industrial and regulatory context [19].

The volumes released since the stoppages are small. The March consignment was 60 tonnes of yttrium oxide [6]; another 29 tonnes went to the US in July, after exports had stayed suspended through the spring [7]. Together that is 89 tonnes [21]. The US Geological Survey put world production last year between 10,000 and 15,000 metric tons, and China does not publish data on its mining and separation quotas for the metal [10], so the two shipments come to roughly 0.6 to 0.9 percent of one year's estimated global output [22].

What the metal does explains where the damage landed first. Yttrium goes into displays, semiconductors and lasers, and its most important application is thermal barrier coatings for jet engines, which let parts survive extremely high temperatures [12]. The account names aircraft engine and semiconductor production as the sectors hit hardest by the shortage [13], while the stopped production it documents is in the coating supply chain alone [24]. Extending that to wafer fabs goes past what the evidence carries.

Japan shows how selective the license can be. Tokyo has received almost no yttrium since November 2025, when Prime Minister Sanae Takaichi angered Beijing with statements about defending Taiwan [15]. Gallium, terbium and dysprosium were restricted at the same time [16]. Japan has been through this: Beijing curbed rare earth exports after the 2010 dispute over islands in the East China Sea, and Tokyo has since diversified suppliers and built stockpiles while remaining heavily dependent on China [17]. Several Japanese companies have warned in filings to the Tokyo Stock Exchange about the effects of the current restrictions [18].

US Trade Representative Jamieson Greer said he was concerned about the slow pace of Chinese yttrium exports, and that Washington sometimes has to remind Beijing directly of its requirements [9]. After a leaders' meeting in May, China said it was ready to work with the US on rare earth supply questions it called justified [8].

What to watch

  • Whether the July shipment is followed by routine licensing or another suspension, as happened after October 2025.
  • Whether any US or Japanese buyer publicly qualifies a non-Chinese source of yttrium oxide for coatings.
  • Whether the one-year deferral on the broader rare earth and magnet restrictions lapses or is renewed.
