Shanghai wants 8,000 factory humanoids by 2028, fewer than one UBTECH plant can build in a year
Shanghai's action plan targets 8,000 factory humanoid robots and 500 advanced smart factories by 2028, Chinese media reported. Set against existing humanoid capacity, the first number is modest, so the supplier case rests on the factory and density targets.
The Investor · Invest desk
Key figures: Shanghai targets 500 advanced smart factories by 2028, against 30 intelligent factories it already operates, and aims to raise industrial robot density to about 600 units per 10,000 people.
| Figure | Value | Note | Claim |
|---|---|---|---|
| Advanced smart factories, Shanghai target by 2028 | 500 factories | 3 | |
| Intelligent factories now | 30 factories | 6 | |
| Industrial robots per 10,000 people, about | 600 units | Shanghai's density target | 4 |
What happened
- The same plan sets industrial robot density at about 600 units per 10,000 people, according to the en.sedaily.com account of Chinese media reports.
- Its money targets are a smart manufacturing equipment industry of 200 billion yuan and a system integration industry of 100 billion yuan.
- Shanghai starts from a base above 60 billion yuan in system integration and above 150 billion yuan in intelligent manufacturing equipment output.
- China's industrial robot output reached 98,677 units in July, up 30.2% on a year earlier, according to the National Bureau of Statistics.
Why it matters
- Who has to decide decision A humanoid maker with a plant like Liuzhou's cannot size a second line from Shanghai demand; the orders that fill it have to come from outside the city.
- What doesn't add up contradiction The factory target implies a 16.7-fold rise from 30 sites, yet the yuan targets imply growth of at most 67% in integration and 33% in equipment. Either "advanced" is a narrower class than "intelligent", or the baselines differ.
- Who's exposed exposure Integrators and equipment makers are the suppliers whose goals are denominated in money, so Shanghai's reported output will show quickly whether they are on track.
The humanoid target gets the attention and, sized against supply, asks for little. UBTECH's plant in Liuzhou has annual capacity of 10,000 units [8], so the 8,000 humanoids Shanghai wants in factories by 2028 [2] come to 80% of what that one plant can build in a year [11]. Spread over the 500 advanced smart factories in the plan [3], they come to 16 humanoids a site [15]. Against national industrial robot output of 98,677 units in July alone [9], they are 8.1% of one month [16], though that compares a city goal with a national count of different machines, so it gives scale and nothing more.
The reports do not include a budget, Shanghai's current robot density or any procurement terms, so the unit count behind the target of about 600 per 10,000 people [4] cannot be worked out. The plan is a demand signal, or rather a set of targets that becomes demand only when money is attached.
We think that makes it a firmer signal for integrators and equipment makers, whose goals are stated in yuan [5], than for humanoid builders. The counter-case is the density target [4]: if Shanghai starts from a low base, about 600 per 10,000 people implies a far larger order than 8,000 humanoids. A published funding line would also change our read of who the plan pays.
The one supplier voice in the coverage is confident about timing. "GPT-7, if released next year, could directly solve physical AI's remaining problems," said Wang Xingxing, chairman of robot maker Unitree [10]. Unitree is a robot maker, so the forecast comes from a seller [10].
What to watch
- Shanghai's next count of advanced smart factories against the 30 intelligent factories it has today, and the definition it uses for each.
- The National Bureau of Statistics robot output for months after July's 98,677 units, to see whether the 30.2% annual growth holds.
- Deliveries and named customers from UBTECH's Liuzhou plant, which would show whether 10,000 units a year is demand or only capacity.
