A foundry is not a machine. The proposed $1 billion CHIPS award behind Anderon, matched by $1 billion of IBM's own cash, pays for a plant in Albany meant to turn out 300-millimeter quantum wafers for multiple vendors [4][5]. Capacity like that helps whoever buys it. The same federal push sent about $375 million toward GlobalFoundries and roughly $100 million each to D-Wave, Rigetti and Quantinuum [6], leaving IBM with about half of the nine-firm pool [4]. Public money is buying a supply chain. The 2029 delivery date is the part it does not buy.
The capability estimates are not converging either. Google's stated maxima work out to roughly 417 physical qubits for every logical one [1], and that overhead is what separates a demonstration from a threat. A paper from Caltech and Oratomic gets to 10,000 qubits on a neutral-atom architecture [12], about fifty times below the Google physical figure [2]. Neither is near the record. The largest elliptic-curve key ever broken on real quantum hardware is 15 bits, achieved in April 2026 by researcher Giancarlo Lelli, against Bitcoin's 256-bit keys [13], a gap of 241 bits [3]. The mechanism in question is Shor's algorithm, which works backward from a public key to the private key that produced it [16].
The exposure figure carries its own uncertainty: a 400,000-coin spread between the low and high estimates [7]. That is not a rounding difference. It says nobody has counted precisely, and the addresses hardest to count are the ones no protocol upgrade can act on without their owners.
Which is why this reads past crypto. IBM already runs more than 90 quantum systems, with over 325 Fortune 500 firms, universities and government agencies among the users of that fleet [10]. If any of them hold data that has to stay confidential past 2029, the supplier setting the timeline is also selling to the people who must plan against it. The Anderon partners peg the sector at up to $850 billion of economic value by 2040 [18], which is not a number a procurement officer can act on; a shipping date is.
