HD Hyundai Heavy will build and commission Taean's 500MW offshore substation on its own certified design

HD Hyundai Heavy Industries will engineer, build, install and commission the offshore substation for a 500MW wind farm off Taean, South Korea. That gives its in-house substation design a paying reference project, and the next test is whether developers outside the buyer's three owners will buy it.

What happened

  • The main contract followed a preliminary design contract in March and a preferred-supplier agreement in July.
  • Norway's DNV verified the basic design of HD Hyundai's in-house 500MW substation model last year and its detailed design in August.
  • Both reports say it is the first Korean offshore substation design to pass both DNV verifications under international rules and standards.

Why it matters

  • capability Sponsors weighing the design for other Korean farms can now point to a signed contract at its rated 500MW size as well as DNV's certificates.
  • exposure Because the scope runs through installation and commissioning, HD Hyundai is responsible for the substation's work at sea off Taean, not only for fabricating it at its own site.
  • constraint With every named follow-on tied to Vena Energy, CIP and Korea Western Power, the substation line's order book for now depends on one sponsor group's development schedule.

The dates sit in a useful order. DNV finished its detailed review a month after Taean Wind Power named HD Hyundai preferred supplier, and the main contract came after both [2]. The owners chose their supplier while the design was still under review, or rather, chose it provisionally, since the two sides finalized the main deal only after detailed discussions [4]. The certified model is rated at 500MW, the capacity of the farm planned near Gaeuido-ri, so Taean will use the design at exactly the size DNV checked [1].

The buyer's ownership is the best evidence that HD Hyundai has become a supplier to wind developers generally. Two of Taean Wind Power's three owners are foreign: Singapore's Vena Energy and Denmark's Copenhagen Infrastructure Partners [3]. Clement Helbig de Balzac, the project's chief executive, attended the signing alongside Won Kwang-shik, who heads HD Hyundai's offshore energy business division [2].

The reports do not give the contract value, its pricing terms or the other bidders. Without those, the case that a Korean yard is taking substation work from European fabricators has no number behind it. The growth plan both reports describe is domestic and tied to one sponsor group, with HD Hyundai saying it will explore other Korean projects developed by Vena Energy, CIP and Korea Western Power [8]. "We will carry out the Taean project based on our accumulated offshore plant expertise," an HD Hyundai Heavy Industries official said, according to the Korea Herald [9].

From here the order can run three ways. HD Hyundai becomes the regular supplier to one sponsor group's Korean pipeline, and its substation line rides on that group's schedule. It sells the 500MW design to developers outside the group and becomes a supplier to the market. Or the result turns on execution: the scope runs through installation and commissioning [1], so the yard answers for work at sea off Taean as well as fabrication at its own site.

I think the first is the base case, because it is the only path the company has described [8]. The counter-case is that two foreign investors signing for a design that cleared its detailed review only in August have already run the market test [3][6]. An order for the model from any developer outside the Vena, CIP and Korea Western Power group would prove the base case wrong.

What to watch

  • Whether HD Hyundai Heavy discloses the Taean contract's value, the figure needed to judge what the order is worth next to its shipbuilding work.
  • Substation awards on the other Korean projects of Vena Energy, CIP and Korea Western Power, and whether HD Hyundai wins them.
  • Offshore installation and commissioning at Gaeuido-ri, the part of the scope done at sea.
