More than three million military and civilian accounts can now pick among three vendors' chat models on one login. The fourth model named back in December is still absent, over contract limits its maker asked for.

The person this lands on is whoever has to turn a stack of unclassified movement paperwork into something a colonel will read by Friday, and who now sees more than one approved place to put it [1][12]. The department's stated reason for the expansion is that each top-tier provider has distinct technical strengths worth matching to specialized missions [2]. The pitch for ChatGPT Mil in the department's own release is narrower and more candid: a "familiar commercial experience" inside the secure environment, built around chat, files, projects and custom GPTs, with other features sequenced later [12][13].
That gap is the whole story of multi-model buying. Teams assume users compare model strengths per task, but users mostly open the interface their thumbs already know, which is why familiarity was worth putting in a press release at all [12]. Both models cleared Impact Level 5, the highest authorization for non-public, sensitive unclassified data, so the boundary is the same and the difference the user experiences is the front door [10].
The roadmap's arithmetic is less flattering than the pace it was announced with [11]. December's plan named four models for a platform meant to reach more than three million people [4][5]. Three are live roughly eight months later [15][16], and the fourth is absent for reasons unrelated to capability: Anthropic pressed for contractual guardrails against mass surveillance of Americans and lethal autonomous weapons, while the Pentagon wanted unrestricted access for what it deems lawful purposes [6]. The department then designated Anthropic a supply-chain risk and ordered its products purged from national security systems, and last week a federal district judge called that illegal and baseless, per DefenseScoop [7][8]. The same official who promises an architecture that prevents AI vendor lock is running a portal where one named vendor was removed by designation rather than by evaluation [9].
For anyone about to defend a second assistant licence internally, the useful sort is two questions crossed. First: is the second model there for a task the first genuinely cannot complete, or for a task the first can complete but people do not trust it to? Second: who picks, the person at the keyboard or an administrator default? Capability paired with an admin default gives you a routing decision you can measure. Habit paired with user choice is a real purchase too, just one you should call habit rather than dress up as coverage, while capability paired with user choice quietly turns every employee into a model-selection expert, and habit paired with an admin default just means paying twice for the same output.
The readings that settle it are repeat use by the same person on the same task the following week, time to a first draft someone actually sends, and the share of documents that leave the tool without being redone by hand. Seats provisioned and sessions opened will look excellent on all three products and tell you nothing. If the honest answer for your second model is habit, buy it and say so; save the capability argument for the one that earns it.

A dispute derailed plans to add Claude: Anthropic's leadership insisted on stricter contractual guardrails preventing DOD from using its AI for mass surveillance of Americans or in connection with lethal autonomous weapons, while the Pentagon demanded unrestricted access to deploy any genAI products it purchased for what its leaders deem lawful purposes.
Officials told DefenseScoop that Pentagon insiders can now chat with approved versions of OpenAI's ChatGPT and Starshield AI's Grok frontier models when they log on to the GenAI.mil platform, expanding it beyond Google's Gemini offering.
The integration is intended to enable U.S. personnel to apply the distinct technical strengths of each top-tier large language model provider to meet specialized military missions.
A source who asked to be referred to as a War Department official said access to a diverse suite of AI capabilities from across the resilient American technology stack will give warfighters the tools they need to act with confidence and safeguard the nation against any threat.
In December 2025, DOD unveiled plans for a swift and expansive release of GenAI.mil to more than 3 million military members, civilian employees and contractors.
Google Cloud's Gemini for Government products were the first to go live on GenAI.mil, and officials at the time said other models including Anthropic's Claude, OpenAI's ChatGPT and xAI's Grok would soon follow.

Evidence-backed comparisons of source perspectives and observed adoption signals. Read the methodology
Which Builder, Operator, and Investor concerns the observed source mix emphasized—not a truth score.
Evidence, demonstrated adoption, hype gap, incentives, and confidence are assessed independently, each on its own current evidence. How these are measured.
One beat outlet, mostly unnamed voices
The announcement half of this story is press-release solid — models live, impact level, feature list. The consequential half is not. A federal judge reportedly called the department's purge of Anthropic 'illegal and baseless' and DefenseScoop names no judge, no court, no case; the terms both sides fought over are the outlet's paraphrase with neither party on record. The most quotable official in the piece would only be called a War Department official.
Available to millions, used by an unknown number
Reach is genuine: three vendors' models behind one login for a population the department sizes above three million military, civilian and contractor accounts, all cleared to IL5. But availability is not use, and nobody has produced a login count, an active-seat figure, or one named workflow in production — the closest thing is an unnamed OpenAI source describing travel forms and contracting responses. The eight-month drift between 'soon follow' and Monday also tempers the wartime-speed picture.
Wartime-speed language, unclassified paperwork underneath
The register runs ahead of the deliverable. 'Safeguard the nation against any threat' and 'faster than our adversaries can adapt' sit directly above chat, files, projects and custom GPTs, cleared for sensitive unclassified planning, policy, logistics and administration. Nothing is fabricated — the models really are live — but the distance between the rhetoric and a better-drafted travel voucher is real. DefenseScoop partly undercuts its own sources, noting that these systems produce convincing but not always correct output.
Announcement day, and only sellers are talking
Count the interests. The department is publicizing a win and does so through a source who will not be named. OpenAI's head of government is a former senior Pentagon official supplying a safeguards quote, and an unnamed colleague uses the same story to preview an unreleased model version. Musk's newly merged Starshield AI gets its federal Grok positioned. The one party with an opposing interest — Anthropic, fresh from a court win against the department — is silent in this reporting.
Trust the deployment, hold the dispute loosely
We would stand behind what is now live, for whom, and at what impact level: DefenseScoop covers this beat daily and the department is announcing on the record in writing. We would not yet stand behind the Anthropic storyline in its current form. Who demanded which guardrail, and what a federal judge actually held, come from a single paraphrase with no ruling to read — provisional until someone puts the document alongside it.
