GlobalFoundries signed a five-year deal with TSMC to make silicon interposers, targeting a volume ramp in the first half of 2028. Neither company disclosed pricing, customers or capacity, so the deal cannot yet show how much AI packaging work, if any, is leaving TSMC's own plants.

Why it matters

Volume production is due in the first half of 2028 [2]. That date says more about the overflow idea than the signature does. Crypto Briefing, which reported the deal, puts any revenue effect a couple of years out [4]. A TSMC short of interposers today would get no volume from Malta in that time. So if this is overflow, it is overflow TSMC expects to have in 2028 and after. The report does not say whether the five years run from signing or from the ramp. Counted from the ramp, the term would run into the first half of 2033 [11].

Suppose silicon interposers are one of the limits on how many CoWoS packages TSMC can ship [7]. Then a second source that is already production-qualified [8] is a reasonable thing to sign for five years [1]. Overflow is one reading. A second is geography: GlobalFoundries has been selling itself as a secure, US-based manufacturer backed by the CHIPS Act [5], and this work sits in New York [3]. A third is a qualification contract, with volumes too small for either side to want to announce.

The source frames the deal around US manufacturing [5] and the wiring density AI chips need [6]. The capacity squeeze has to be inferred from the fact that TSMC signed at all. I think the geographic reading fits the record at least as well as overflow does, and both can be true at once. Capacity commitments that are large next to TSMC's own interposer output would prove the overflow case [10]. A customer list of buyers who want US-made parts would undercut it. So would a Malta volume small enough to look like qualification.

Either way, both companies have made a choice about where capacity goes. GlobalFoundries is committing a production-ready process to a five-year packaging contract that reaches volume only in 2028 [2]. TSMC has put interposer manufacturing under contract at a plant it does not own [3].
