EU trade chief says China will curb hybrid car exports, possibly by more than half
EU trade commissioner Maroš Šefčovič said China agreed to moderate hybrid and plug-in hybrid car exports to the EU, a cut that could top half. EU leaders still have the final say, so importers are planning around press remarks.

Three figures. EU exports covered by China's tariff cuts are worth almost €4bn. The tariff cuts would save at least €225m in duties. Separately, China's trade surplus with the EU reached €360bn last year, according to AP.
| Figure | Value | Note | Claim |
|---|---|---|---|
| EU exports under tariff cuts | 4 €bn | almost | 8 |
| Duties saved by the tariff cuts | 225 €m | at least | 9 |
| China's trade surplus with the EU | 360 €bn | last year, per AP; separate measure | 19 |
What happened
- China will also cut tariffs on some EU goods, including car parts, olive oil and footwear, which are worth almost 4bn euros and would save at least 225m euros in duties.
- Šefčovič said China will further ease export licensing for rare earths and permanent magnets.
- The Commission has not published a written agreement, and its statement does not include volumes, a timeframe or a mechanism for the car cut.
- Šefčovič announced the results to the press in Beijing on Friday, once the EU and China had finished their second round of trade and investment consultations.
- AP reported that China has pushed the EU to stop blocking its imports of advanced chipmaking machines, limits the EU imposed on national security grounds at Washington's request.
Why it matters
- contradiction AP says the cut covers electric and plug-in hybrid imports, and the Commission names only hybrids and plug-in hybrids, so an importer of battery-electric models cannot tell if it is covered.
- decision Importers and dealers must decide how much of a hybrid supply plan to tie to remarks that EU leaders have yet to endorse at the European Council.
- precedent Šefčovič said the EU will use its tools to force a rebalancing where talks cannot deliver, so these commitments are being negotiated against a stated fallback.
Europe's buyers are choosing hybrids. In Europe they are outselling every other powertrain [4]. Those are the cars Šefčovič says China will send fewer of [23], and the dealer or fleet buyer who has to plan around that on Monday is working from press remarks made in Beijing [1].
What the announcement tells itself is a different number. Šefčovič gave the effect as "more than half" [23]. He also told reporters in Beijing, AP reported: "By this step we are actually preventing several millions of car exports from China to the European Union." [24] A share and a count of cars cannot be checked against each other without a baseline year.
The tariff side is the only part with figures to test. The EU goods covered are worth almost €4bn [8], and the saving is at least €225m in duties [9], roughly 5.6% of their value [21]. China's trade surplus with the EU reached €360bn last year, according to AP [19], so those goods equal about 1.1% of it [22]. Šefčovič said of the deficit: "It is unsustainable and it demands a credible path to rebalancing." [11]
He called the three results "shared understandings" [2] and "only a first step" [6]. Officials meet again by January, and a third round of consultations is planned for March [14].
Carmakers are cautiously positive. Sigrid de Vries, who leads the European Automobile Manufacturers' Association, said the deal looks set to head off more instability [18]. She added: "It can help facilitate the transition to a new era of Chinese presence in the European market in an orderly way." [20]
For Monday, we'd sort each exposure on a two-by-two. One axis asks whether the understanding has a figure attached. The other asks whether it has a date. In the reporting, the tariff cut has figures [8], and the one dated item is the officials' meeting due by January [14]. An exposure that lands in the figure-and-date cell goes into the plan. Everything else goes into a scenario, with the January meeting as the day to move it. The cost of that discipline is a few months of carrying two supply plans.
What to watch
- Whether the Commission publishes a written text with export volumes, a start date and a mechanism for the hybrid cut.
- What EU leaders decide after von der Leyen presents the results at the European Council.
- Whether the January officials' meeting and the March third round produce dated, quantified terms for rare-earth and magnet licensing.
