EBA will directly supervise USDC from November 12 after classing it a significant e-money token
EBA has classified Circle's USDC as a significant e-money token under MiCA, with joint EBA and ACPR supervision from November 12. The EBA takes direct responsibility for Circle's own funds, reserves, liquidity and redemption plans.

45 e-money tokens are notified under MiCA, per crypto.news, and USDC is the first designated significant. USDC's market capitalization is $73 billion, per Cointelegraph. 29 days run from the October 14 announcement to the November 12 start of direct EBA supervision.
| Figure | Value | Note | Claim |
|---|---|---|---|
| Notified MiCA e-money tokens, per crypto.news | 45 tokens | 20 | |
| USDC market capitalization, per Cointelegraph | $73 billion | second-largest stablecoin | 5 |
| Announcement to start of EBA supervision | 29 days | October 14 to November 12 | 19 |
What happened
- The EBA announced the decision on October 14, and crypto.news reports USDC is the first of 45 notified e-money tokens to receive the designation.
- France's ACPR keeps governance, qualifying ownership interests, senior-management assessments, outsourcing arrangements and conflicts of interest.
- The classification follows an Article 56 assessment; MiCA requires it once a token meets at least three of the Article 43 criteria.
Why it matters
- constraint From November 12 Circle answers to two supervisors on one token, and the Article 117 split decides which of them asks about reserves and which asks about governance.
- contradiction Cointelegraph says the status was granted to only 45 other projects, while crypto.news says USDC is first among 45 notified tokens; the first wording would imply 46 holders, so we follow crypto.news.
- precedent With the criteria USDC met left unnamed in the October 14 announcement, other notified issuers cannot yet tell how near they sit to the same line.
What moves on November 12 is narrow. The EBA's list covers own funds, reserve assets, liquidity rules and recovery and redemption plans [6], and each item sits on the issuer's balance sheet. A new duty for the exchanges, banks and payment firms that hold USDC would be our inference; neither report describes one.
Circle is not a stranger to the French regulator. It obtained an electronic money institution licence from the ACPR in July 2024, covering USDC and its euro token EURC [11], and has issued USDC through its French entity under MiCA since 2024 [15]. The EBA said the two regulators would cooperate during the transfer to maintain continuity [3], and the handover runs 29 days from the October 14 announcement to the November 12 start [19]. In our view the first-order effect is administrative: the same issuer, the same French licence, a second regulator reading the reserve reports. The case against that view is that significant status brings tougher own-funds or liquidity demands than Circle meets today. A change in Circle's reserve disclosures after November 12 would show it.
At $73 billion, USDC is about 40% of Tether USDt's $184 billion, Cointelegraph reported [5][17], and the $111 billion gap between them is larger than USDC itself [18]. That $73 billion is the global token. The EU issuer is Circle Internet Financial Europe SAS and the U.S. issuer is Circle Internet Financial, LLC [10], so the split of supply between them would show how much sits under the EBA's remit, if, as we'd expect, that remit follows the EU issuer.
The designation arrives while many EU-based token issuers push for regulated dollar-pegged stablecoins, according to Cointelegraph [16]. AllUnity chief executive Alexander Höptner told Cointelegraph: "For European corporates to make cross-border payments globally, offering only a euro stablecoin isn't enough." [12] Stable Mint chief executive James Bennett told Cointelegraph that Europe could not "wish away" dollar stablecoins, while regulators could control safeguards and rules for issuers [13]. The EBA has also signed an information-sharing agreement with New York regulators covering cross-border stablecoin supervision [23]. Cointelegraph adds that ECB policymakers continue to explore a digital euro, first proposed in 2020, with potential issuance in 2029 after legislation and a pilot [14].
What to watch
- Circle's reserve and liquidity disclosures after November 12; tougher own-funds or liquidity demands would show up there first.
- Whether the EBA publishes which Article 43 criteria USDC met, or designates a second token among the 45 notified.
- Any detail on how the EBA's information-sharing agreement with New York regulators is used for USDC.
