Korean applicants bid 11.08 to one for medical seats carrying a ten-year service bond
South Korea's new medical school track asks students for ten years of practice in the region that admits them. In its first early-admissions round it drew more applications per seat than the existing track that carries no service requirement.

What happened
- Jongro Academy counted 5,076 applications to South Korea's new regional doctor track across 31 medical schools for the 2027 academic year, an average of 11.08 per seat in its first early-admissions round.
- At the 27 schools outside the capital the track averaged 11.20 applications per seat, above the 10.52 posted by the existing regional talent track, which imposes no mandatory service requirement.
- Students admitted through the track must practise in the region that admitted them for 10 years after graduating from medical school.

Why it matters
- cost Because of the 10-year obligation, cutoffs on these seats are expected to come in below those of conventional medical tracks, so the schools take lower-scoring intakes for the same places.

Divide 5,076 applications by 11.08 per seat and the bonded quota comes to about 458 places [14]. The four capital-region schools account for 22 of them, from 192 applications at 8.73 to one [15][3]; the 27 schools outside the capital account for roughly 436, from 4,884 at 11.20 [16][4]. Just under 5% of the seats that carry the obligation sit in Seoul, Incheon and Gyeonggi [22].
The unbonded track it sits beside is much bigger. The 3.2% decline works backwards to about 11,125 applications at those 27 schools a year ago and 10,769 this time [18]; at 10.52 per seat, that implies roughly 1,020 seats [19]. The bonded track's 436 is about 43% of that [19].
The 356 applications the talent track lost equal 7.3% of the 4,884 the new track collected outside the capital [17].
The margin over the unbonded route outside the capital is 0.68 applications per seat, or 6.5% [20]. The spread between schools is far wider than the spread between tracks: 3.5 times from the highest ratio in the country to the lowest [21].
I think that margin will not survive the offer round. It would take only about 296 withdrawn applications across 436 seats to pull 11.20 back to the talent track's 10.52 [23], a small number against the 4,884 filed. The withdrawal figures are not in yet.
The case against me is in the school table. The eight schools above 14 to one are all outside the capital region, because the strongest capital-region ratio was Sungkyunkwan's 11.67 [24][8], so demand ran deepest exactly at the schools whose graduates owe the ten years. If enrolment lands under the quota after the multiple-offer shuffle, the 11.08 counted applications and nothing more; if the withdrawals run light, the ten-year requirement did not put applicants off at the application stage.
"It is difficult to predict cutoffs from current ratios alone, because we have not yet confirmed whether applicants to the regional doctor track aimed higher or lower than their scores," said Lim Sung-ho, head of Jongro Academy [12]. He said there is "a possibility of considerable gaps in the scale of withdrawals from multiple admissions and in final cutoffs, depending on the school and the region" [13].
What to watch
- Withdrawal counts once candidates settle multiple early-admission offers, then the final cutoffs school by school.
- Whether the regional talent track's 3.2% fall in applications repeats in the next admissions cycle.
- Whether capital-region bonded seats, roughly 22 of the 458, keep drawing ratios near Ajou's 6.50.
