Koscom's 13 broker memorandums leave open how many will issue on its shared tokenization platform
Koscom has signed memorandums with 13 securities firms on a shared tokenization platform ahead of Korea's Feb. 4, 2027 rules. Four brokers named in the same report are working through their own builds or outside partners, so the case for shared infrastructure is unproven.

What happened
- Koscom will show the platform at Korea Fintech Week 2026, held Nov. 25 to 27 at the aT Center in Yangjae, Seoul, and organized by the Financial Services Commission.
- The platform covers securities issuance, account management and connections between related financial systems.
- Koscom finished joint development of issuance infrastructure with LG CNS and tested it on the Korea Securities Depository's token securities volume management testbed.
- The Financial Services Commission has proposed amendments to the issuance and trading rules covering tokenized stocks, bonds, funds and fractional investment products.
Why it matters
- contradiction Thirteen memorandums point to one shared platform while the four named brokers each report another route, and both hold only if the memorandums are options and the builds are commitments.
- decision A broker with no build under way has to choose between Koscom's shared rails and an outside partner while the rule text is still a proposal open to comment.
- constraint A change to the final amendments lands as rework on whichever route a broker chose, shared or in-house.
According to an Oct. 13 Yonhap News Agency report carried by crypto.news, the memorandums cover cooperation on tokenized securities businesses [1]. The report does not name the 13 firms or say how many intend to issue on the platform. The brokers it does name are working on other routes [13].
Hanwha Investment & Securities finished its own platform in September, supporting Avalanche and Hyperledger Besu, after starting with FairSquare Lab in 2025 [7]. KB Securities is working with Securitize and the Optimism Foundation on tokenized funds for institutional investors, beginning with a proposed money market fund on OP Mainnet [8]. Eugene Investment & Securities built a platform in 2024, joined a Korea Securities Depository pilot the following year, and in September signed with BEATOZ to test stablecoin settlement for subscriptions [9]. Meritz Securities is exploring custody and tokenization infrastructure with Ripple [10]. That is four firms on four routes [13].
LG CNS, Koscom's partner in developing the issuance system [4], struck its own deal with Securitize in October on tokenization technology and digital asset services for institutions [11]. Securitize is also KB's partner [8].
There are at least three ways this comes out. The 13 convert, most of them issue on Koscom's rails by February [2], and the shared-infrastructure case holds. Or the 13 split, with brokers using Koscom for the account management and system connections it supports [5] and issuing through partners such as Securitize or Ripple. Or the memorandums turn out to be options (a broker can sign with Koscom and still build elsewhere), and the four named builds are the better guide. We think the split is likeliest, though the evidence is four named firms set against 13 unnamed ones.
Public consultation on the proposed amendments runs Oct. 2 to Nov. 11 [12]. From the close to the Feb. 4, 2027 start is 85 days [14], so a broker that waits for the final text has at most that long to integrate.
The shared-infrastructure thesis is wrong if only a handful of brokers are issuing on Koscom's platform when the rules take effect [2], against 13 memorandums [1].
What to watch
- Whether Koscom names the 13 firms or gives a count of live issuers when it presents at Korea Fintech Week.
- Whether the Financial Services Commission changes the issuance and trading amendments after consultation closes on Nov. 11.
- How many brokers are issuing on Koscom's platform when the framework starts on Feb. 4, 2027, against the 13 memorandums.
