Berlin plans to put hundreds of millions of euros into an Nvidia pact, Handelsblatt says
Germany plans a state-backed cooperation deal with Nvidia, to be announced next week with funding in the hundreds of millions of euros. At a 200 million euro floor that is ten times the 20 million the economy ministry gave Soofi, the project it builds on.

Three figures. Taking 'hundreds of millions' to start at 200 million euros, the Nvidia pact's floor is ten times the 20 million euros the economy ministry invested in Soofi. The Deutsche Telekom and Nvidia deal for the Munich industrial AI cloud was 1 billion euros.
| Figure | Value | Note | Claim |
|---|---|---|---|
| Pact floor, taking 'hundreds of millions' to start here | 200 million euros | 13 | |
| Ministry invested in Soofi | 20 million euros | 6 | |
| Telekom-Nvidia cloud deal | 1 billion euros | 9 |
What happened
- The pact has two aims: a base for physical AI tools used to train robots and self-driving vehicles, and high-performance AI models for industry.
- About a dozen German companies, including Siemens, Audi and Black Forest Labs, are set to take part, according to Cryptopolitan, which cites unnamed reports.
- The deal would be built around Soofi, whose first model was trained on Deutsche Telekom's Industrial AI Cloud, itself an Nvidia project.
- Jensen Huang is due in Berlin on October 19 for a reception hosted by Chancellor Friedrich Merz at Kraftwerk Berlin, then a joint meeting with the Mercedes chief executive.
Why it matters
- What doesn't add up contradiction The two accounts differ on whose money it is: one has the government providing the sum, the other an agreement involving investments of that size, so the state's share is unsettled.
- What it limits constraint The money is for compute and model training, and Nvidia already trains most AI systems, so none of the reported spending reduces German reliance on a single chip supplier.
- Who has to decide decision Berlin has to settle the amount, the scope and the signatories before next week, and Cryptopolitan says those three terms decide whether the pact counts as a success.
Everything here traces to one newspaper. Handelsblatt reported the plan on Thursday, October 15, citing people familiar with the issue [1], and the German government had no immediate comment [8]. Cryptopolitan, the source for the company list and for Huang's schedule, credits Handelsblatt only for the funding figure [16].
The first number to check is the sum, or rather its floor. "Hundreds of millions" starts at 200 million euros, which is ten times the 20 million euros the economy ministry put into Soofi [13]. The comparison holds only if the whole sum is public money.
Compute gives a second yardstick. Deutsche Telekom and Nvidia announced a 1 billion euro deal on November 4, 2025, covering the operation of the Munich facility [9]. The cloud is built around about 10,000 Nvidia Blackwell GPUs [10]. That works out to roughly 100,000 euros per GPU [20], an all-in figure (the deal covers running the site, so it is not a chip price). At that rate 200 million euros buys 2,000 GPUs, a fifth of the cluster [21]. The cluster is expected to add about 50% to German AI computing capacity [10], so a fifth of it is about a tenth of today's capacity [22]. Even that assumes every euro goes to hardware, and the money is also meant to pay for model training [17].
We think the euro figure is the least informative term in the deal. A tenth of existing capacity will not by itself close the gap with the US and China, which is how Cryptopolitan frames the pact [18]. What Nvidia adds is engineers [15], and what the participants add is about a dozen German companies working on one stack [14].
The counter-thesis is that coordination without scale is thin: Soofi's 20 million euros produced one model [7]. We would be wrong on size if the announcement puts public money near the top of the "hundreds of millions" range, and wrong on value if the firms' commitments arrive without numbers.
What to watch
- Whether the announcement at the Invest in Germany conference states a euro figure, and whether that figure is public money or a total that includes company contributions.
- Which of the roughly dozen firms sign, and whether each commits workloads or staff with numbers attached.
- A German government statement confirming or revising Handelsblatt's account, since officials had no comment so far.

Business daily Handelsblatt said on Thursday, October 15, citing people familiar with the issue, that Germany plans a wide-ranging cooperation agreement with Nvidia to boost take-up of AI in German industry.
- [2]
The deal would be announced next week at the Invest in Germany conference in Berlin, where Nvidia CEO Jensen Huang will be a guest.
- [3]
Handelsblatt said the agreement would involve investments in the hundreds of millions of euros.
- [4]
The aim is two-fold: to create the basis for physical AI tools used in training robots or self-driving vehicles, and to help create high-performance AI models for industry.
- [5]
The agreement would be formed around the SOOFI project (Sovereign Open Source Foundation Models), launched in Germany last year to develop large AI models with research institutions, universities and AI companies.
- [6]
The Federal Ministry for Economic Affairs and Energy invested 20 million euros into Soofi.
- [7]
The ministry's 20 million euros was used to train Soofi's first model on Deutsche Telekom's Industrial AI Cloud, itself an Nvidia project; Soofi is a consortium of universities, research bodies and AI firms created in September 2025.
- [8]
No comment was immediately available from the German government, which said last month it remained committed to further development of AI capacity to strengthen Europe's digital sovereignty.
- [9]
Deutsche Telekom and Nvidia signed a 1 billion euro deal, announced on November 4, 2025, covering the operation of the Munich industrial AI cloud facility.
- [10]
The Munich AI cloud is built around about 10,000 Nvidia Blackwell GPUs and is set to increase Germany's AI computing capacity by approximately 50%.

Jensen Huang is due in Berlin on October 19 for a reception by Chancellor Friedrich Merz at Kraftwerk Berlin, followed by a private meeting and a joint meeting with Mercedes CEO Ola Kallenius.
- [12]
Nvidia's chips and matched software train the majority of today's AI systems, and frontier models from Anthropic and OpenAI run on Nvidia hardware.
- [13]
Taking 'hundreds of millions' to start at 200 million euros, the floor is ten times the 20 million euros put into Soofi.
- [14]
About a dozen German companies, including Siemens, Audi and Black Forest Labs, are set to take part in the partnership.
- [15]
Nvidia's contribution includes assigning engineers who will play a part in the project.
- [16]
The government is looking to provide funding to the tune of hundreds of millions of euros, per Handelsblatt.
- [17]
Based on reports, the money is meant to cover expenses for compute and model training.
- [18]
For German industry, the pact is a bid to narrow the compute and model gap with the US and China.
- [19]
Whether the partnership succeeds depends on the amount of funds pledged, the scope of the partnership and which agencies sign on.
- [20]
The Telekom-Nvidia deal works out to roughly 100,000 euros per GPU, all-in.
- [21]
At about 100,000 euros per GPU, 200 million euros buys 2,000 GPUs, a fifth of the 10,000-GPU Munich cluster, if every euro went to hardware.
- [22]
A fifth of a cluster expected to add about 50% to German AI computing capacity is roughly a tenth of today's capacity, on crude proportional scaling.
