Brazil puts a price on child safety: $97M from Discord, $30M from TikTok, 22 platforms next
The Solicitor General's suit asks ten times what the data regulator itself could fine, and the agency has opened proceedings against 22 platforms. Enforcement in Brazil now arrives with invoice numbers.

The suspension order matters more than either sum. Brazil's data protection authority told Discord on August 12 to shut off livestreams and video calls, and the company complied on August 17, saying it was seeking a solution that would let the features return [2]. Discord appealed on Monday, and the agency says that appeal is under review [10]. Five days from order to dark product is the operating number [22], and the regulator reached it after opening the probe in early August on the Digital Rights Secretariat's recommendation, giving Discord five days to show how it protects children and teenagers, with administrative penalties capped at 50 million reais, per MLex [9].
Brazil has priced the alternative before. X was blocked in the country for 40 days in 2024 until it complied with Supreme Court orders to remove accounts accused of spreading disinformation [13].
Divided out, the TikTok penalty is modest. The authority estimated the company might have processed data from as many as 8 million children and cited flaws in age verification [6]; measured against the 153.7 million reais fine [5], that is roughly $3.75 per child [20]. It is also about 7.5 percent of the $400 million TikTok agreed last week to pay to settle a separate US Justice Department case over children's privacy [21]. The costly half of the Brazilian decision is the order to delete data collected in breach of the rules [5], plus TikTok's stated plan for tougher default privacy on under-16 accounts, expanded parental controls and heavier content filtering [7], which is engineering time rather than a wire transfer.
The two sides do not agree on what the record shows. The 25-page filing obtained by AP alleges severe gaps in Discord's age-verification systems and user safety protections, and the Solicitor-General's office frames the damages as collective psychological harm the platform allowed [4]. Discord in Brazil calls the action disproportionate and says it "does not accurately reflect Discord's approach to safety and compliance with Brazilian law" [15]. The filing itself notes the company is already defending similar suits in Texas, Nevada and New Jersey [17], which is the part a platform cannot treat as a Brazil-only line item.
The case behind all of this is the death by suicide of a 13-year-old girl after a broadcast in which authorities say she was encouraged to harm herself [3]. Agency director Lorena Giuberti Coutinho, who disclosed the wider review, said "I think we can expect much stronger enforcement action in the months ahead" [12]. The statute those proceedings test requires accounts held by users under 16 to be linked to a parent's account and obliges platforms to verify ages [11]. AP notes Lula is seeking reelection in October [18], so the months Coutinho describes are also campaign months, which tends to make the enforcement calendar faster rather than slower.
