The design decision inside this award matters more than the dollar figure. TERN's positioning system runs on sensors the vehicle already carries, adds an AI layer, and pre-loads a geographic area that a crew can read offline as a digital map [4]. That makes degraded-mode navigation a software purchase against hardware the Army has already bought, which is the only reading under which $11.26 million buys anything at fleet scale [1].
The second system in the same contract is the part a budget committee understands. The Vehicle Health & Maintenance System monitors maintenance needs and fuel levels and flags problems as they arise, so commanders can read equipment status and operational requirements [6], and it runs on the same no-GPS, no-connection basis as the positioning tool [2]. Positioning that only earns its keep once jamming starts is hard to fund on its own; fleet-health telemetry pays out in garrison every week. Any fleet owner with a resilience project that only pays in the bad case is looking at the same funding test.
The record here is narrower than that: it documents a contract, not proof that the Army has now budgeted, at scale, for a battlefield without satellite navigation. TERN did not say how many vehicles it will equip, though Harrison called the deal the Army's most significant investment in this type of technology to date, and said it will be plugged into a variety of Army vehicles [7]. Take that characterisation at face value and the arithmetic runs against the fleet-wide reading: if $11.26 million is the largest award of its kind, every earlier one was smaller [13], which describes a category that has been cheap rather than a fleet that is now covered. The absence of a vehicle count leaves the per-vehicle price unverifiable.
The president of a company selling GPS alternatives has an obvious interest in declaring GPS unavailable. Harrison told Business Insider that GPS availability cannot be expected on the battlefield going forward and that this is "kind of a given at this point" [3]. That corroboration is rhetorical rather than budgetary: Business Insider reports that Defense Department and Army leaders have repeatedly highlighted the risks of overreliance on GPS and pushed for alternatives for contested environments [11], and that Russia's war in Ukraine and the US war against Iran have shown what losing connectivity costs [12]. Several parties agree on the direction, but only one contract, of undisclosed scope, carries the money.
The offline design also carries a bill the security framing leaves out. Moore said the base system can operate completely offline, so there is no attack vector, and that an attacker "would have to go corrupt every individual vehicle" [8]. The isolation cuts both ways. The map area is pre-loaded [4], and the company says the map updates and behaves like a civilian navigation app once connection is regained [5], so any change that cannot wait for a reconnection becomes a physical visit. The source record does not say how pre-loaded areas are distributed or refreshed in the field, so the sustainment cost of that choice is not knowable from here.
TERN says it is now working on deploying the systems on drones, specifically uncrewed ground vehicles, with a modular design intended to make that customisation easier [9]. That is where the sensor-layer approach either generalises or stops, because a UGV has no crew to notice when the displayed position drifts from the ground. For this quarter, the decision on record is narrower than the premise behind it: the Army has bought GPS-denied navigation as software on sensors it already owns, and paid for it in the same line as fleet maintenance.
