Northrop Grumman plans to nearly double its annual rocket motor output by 2029

The $100 million Propulsion Innovation Center in Elkton is one part of a build-out that takes solid rocket motor production from about 13,000 in 2024 to more than 25,000 by 2029, roughly 14% growth a year.

A supplier writing a 2028 capacity plan can get the year's number by division. Northrop Grumman said the 2029 target of more than 25,000 solid rocket motors would be 25% above 2028 [5], so 2028 works out at 20,000 [14]. Against the roughly 13,000 motors the company produced in 2024 [4], that is 54% more units in four years and 92% more in five, about 14% a year compounded [15].

The increase is back-loaded: about 42% of the total rise from 2024 to 2029 falls in the single year between 2028 and 2029 [21]. A supplier whose part goes one to a motor has to plan around that date.

The new Elkton building is 57,000 square feet [1], roughly 0.6% of the 10 million square feet of motor manufacturing space Northrop reports across three states [18][8]. Set the $100 million against the more than $1 billion the company says it has put into US motor plants since 2018, including modernization in Utah and improvements at the Allegany Ballistics Laboratory in West Virginia [7], and it is under a tenth of the running total [17]. Northrop says it has delivered around 1.3 million motors to date [8].

Propellant moves faster than units. Capacity is about 30 million pounds a year now and the company expects almost 50 million pounds by 2028 [6], a 67% increase over a window in which motor count rises 54% [16]. The two figures measure different things, one installed capacity and one units built. Either the average motor in the 2028 plan holds more propellant than today's, or the network is being built with headroom above the motor number. Northrop puts the demand behind it in tactical missiles and hypersonic propulsion [12].

Elkton is a design site as well as a plant, and the new center employs 250 engineers working on advanced propulsion for US and allied programs [3]. The company's release says that combined with other construction at the 550-acre site it will "increase on-site SRM design and manufacturing capacity by 25% and support more than 30% growth in staffing" [2]. Jenna Paukstis, vice president and general manager of weapon systems, said: "By bringing more engineers and manufacturing capability online in Elkton, this facility accelerates delivery of survivable, solid and air-breathing hypersonic and tactical missile propulsion solutions to the warfighter" [10]. Maryland Governor Wes Moore, who joined the ribbon-cutting [13], said "Maryland is the best place to build and hire" [11].

The announcement does not include current lead times, backlog, or the customer programs behind the 25,000 [19]. So a supplier cannot read a 2026 delivery slot out of it, but it can sort its own exposure. Parts sold per motor track the 54% climb to 2028; materials sold per pound of propellant track the 67%. Northrop said it will keep investing in manufacturing infrastructure, research and development, workforce and supply chain as production rises [20].

What to watch

  • Whether Northrop names the customer programs or publishes a backlog behind the 25,000-motor figure.
  • The 2028 propellant milestone: if the almost-50-million-pound target slips, the 2029 motor number slips with it.
