On July 28 the Federal Communications Commission added foreign-produced "advanced robotic devices" to its Covered List, the roster of technology the agency says poses an unacceptable national security risk [3]. Matic, the Mountain View company whose home cleaning robot it markets as the "most American" in its category, does not currently clear the 65 percent U.S.-content-by-value bar that the new rules use to exempt a domestic end product, according to Forbes [1][2][7][8].
That gap is the story for anyone building connected hardware. "Most American" is a marketing superlative with no denominator. Sixty-five percent of end-product value is an arithmetic claim that has to survive somebody else's inspection, and the two are not measuring the same thing. Matic designs and assembles its products in California and still does not clear the threshold [8], which is a useful reminder that provenance narrative and bill-of-materials math diverge fast once you count sensors, motors, batteries and compute by value rather than by final assembly address.
The scope is broad. The FCC's definition covers devices over 4.4 pounds with wireless connectivity above 200 kbps, environmental sensors and autonomous navigation [4], which Forbes reports is wide enough to catch most robot vacuums and robot lawn mowers [5]. Devices already authorized keep their authorization and can keep selling, but the Commission layered restrictions on firmware updates [6]. New models face a much harder path, with the domestic-end-product exemption set at 65 percent and rising to 70 percent in 2029 [7]. That is a five-point step-up on a fixed date [15], which means a supply chain that barely qualifies in 2026 is a supply chain that fails in 2029 unless somebody is already re-sourcing.
Matic's own executives are not claiming the rule is a gift. "We're the most American robot in the market, but we still have work to do in meeting the guidelines set by USG," co-founder Mehul Nariyawala told Forbes by email [9]. Asked whether the FCC action was a windfall for a U.S.-based maker, he said: "Candidly, we have no idea how the FCC move will play out" [10]. That is a more honest read than most category incumbents will offer, and it points at the same problem: the exemption is a number, and nobody wins it by press release.
The firmware clause is the underappreciated part. Matic pushed its Matic Cues update last week to every robot already in a customer's home, adding what the company says is support for more than 70 spoken languages and universal gestures [11]. The robot carries five cameras and a four-microphone array, runs its wake word on device, and per the company never sends camera data off the machine, with microphones shipped off by default [12]; the command spoken after the wake word is anonymized and parsed by Google's Gemini API [13]. The company says it plans to distill a smaller on-device model for common commands, and that Cues can be switched off, leaving the microphones off [14]. For grandfathered devices from covered suppliers, that kind of over-the-air feature economics is exactly what update restrictions constrain [6][11].
