What happened

  • The year-on-year gain had widened from 63,000 in June to 108,000 in July and 184,000 in August before slowing in September.
  • Lodging and restaurant employment fell 97,000, the sharpest drop since February 2021, when it fell 232,000.
  • Manufacturing employment rose 16,000, its first increase in 27 months, or since June 2024.
  • Employment among people aged 15 to 29 fell 147,000 from a year earlier, a 47th straight monthly decline.
  • The unemployment rate fell 0.1 point to 2.0%, the lowest for any September since the series began in June 1999.

Why it matters

  • What doesn't add up contradiction Which ratio an analyst quotes decides whether September looks like a record or a decline: the 15-to-64 rate hit 70.6% while the all-ages rate fell to 63.5%, because jobs grew more slowly than the population over 65.
  • Who's exposed exposure The 15-to-29 group carries the loss. Its 147,000 fall exceeds the national gain, so workers aged 30 and over account for a net 260,000 new jobs.
  • What it limits constraint The run of gains above 100,000 now depends on one sector. With the rest of the economy net negative, any slowdown in health hiring goes straight into the headline figure.

Start with the three industries that lost jobs. Lodging and restaurants shed 97,000 [10], agriculture, forestry and fisheries 94,000 and education services 53,000 [12]. Together that is 244,000 [16], or 2.2 times the national gain of 113,000 [17].

The restaurant figure comes with a caveat from the ministry, which attributed the fall in part to a base effect: consumption coupons distributed last year had lifted hiring in the sector [11]. Seoul Economic Daily's account does not say how much of the 97,000 that explains. For scale, the drop is 42% of the 232,000 lost in February 2021 [21], when the COVID-19 pandemic was running [10]. If the coupon effect is large, October's comparison gets easier with no change in demand. If it is small, the sector is cutting on its own account.

The new 15-to-34 series, published for the first time this month, shows a smaller fall in employment of 98,000 [3], and the ministry said the difference reflects early-30s workers, whose employment is relatively stable [4]. Subtract one figure from the other and employment among 30-to-34-year-olds rose 49,000 [18]. We'd expect the broader series to show milder declines for as long as that group keeps adding jobs.

In our view the 113,000 overstates how widely jobs are being created. Health and social welfare added 207,000 [13], and Seoul Economic Daily's account ties that to demand for care services and an expansion of jobs for older adults [13]. The other industries, taken together, lost jobs [15]. The gain also slowed by 71,000 from August [20] (or rather, the year-on-year gain did; the 113,000 is measured against a year earlier [1], not against August).

The counter-thesis has real figures behind it. Unemployment is 2.0%, the lowest for any September since 1999 [7], the employment rate for ages 15 to 64 is a September record 70.6% [5], and en.yna.co.kr counts three straight months of gains above 100,000 [8]. Manufacturing's 16,000 is 14% of the national gain [22].

We would be wrong if the figure outside health turns positive in October [15] while the restaurant drop narrows as the coupon base passes. A fourth month above 100,000 that rests on health alone would leave our view where it is.

What to watch

  • October's employment report: whether lodging and restaurant job losses narrow as last year's consumption-coupon base passes, and whether the ministry sizes the effect.
  • Whether manufacturing posts a second straight rise after 27 months of declines.
  • Whether health and social welfare keeps adding jobs at a pace near 207,000, and whether the 15-to-29 count extends its decline to a 48th month.
