Hegseth hands the Pentagon's 120-day capability-gap study to the heads of SpaceX and Anduril

Defense Secretary Pete Hegseth named Elon Musk, Palmer Luckey and Newt Gingrich to lead a 120-day study of where the US military falls short. Two of the three run companies that hold Pentagon contracts, so the military's suppliers will help draft the first list of what it lacks.

Hegseth was specific about what the study is not for. "Project Meridian, the future of warfare, is not about developing new strategies or new policies," he said [9]. Its purpose, he said, is to "identify the domains that we must conquer, and capabilities we must master" [10]. A list of capabilities to master, with proposed solutions attached [3], looks much more like a requirement than a strategy paper does. Crypto Briefing reads the group's recommendations as a preview of where the Pentagon may direct attention and, potentially, spending [13].

The dates line up. A 120-day clock from the September 30 address [1] runs out around January 28, 2027 [1]. The new command's four-star deadline [5] falls roughly 246 days later [2]. Crypto Briefing notes that this gap leaves room for the study's findings to shape how the command is built, assuming the Pentagon acts on them [11].

The same outlet described the Defense Department contracts held by Musk's and Luckey's companies as extensive [7]. It said the overlap does not by itself imply wrongdoing but is the kind of arrangement that tends to attract scrutiny [12]. Neither source puts a dollar figure on those contracts, or on a budget for the new command.

Suppose the Pentagon accepts the list and builds the command around it. Then the categories named in January define what the command tries to field by October 2027, and suppliers already selling into those categories start ahead [11]. Crypto Briefing's caveat also allows for a shelved report. And the scrutiny the outlet expects [12] could push the department to keep the study's authors away from later awards in the gaps they named.

I think the value to SpaceX and Anduril lies in the wording of the January report, or rather in which capabilities it names as gaps, because any gap it names is one the new command has about eight months to plan around [2]. The case against starts with the command's job as described, which is integrating autonomous and robotic systems across the force [6]. Integration is coordination work. Neither source says the command will have money of its own. If the report names gaps neither company sells into, or the command reaches four-star status with no budget to buy anything, the worry about suppliers writing the list comes down to influence over priorities.

What to watch
