Canada and Germany set a C$300M ceiling for LawZero's compute and Berlin office
Yoshua Bengio built LawZero to do frontier safety research outside a commercial lab. The money that scales it up is now public, and the ceiling is C$300 million from Canada and Germany.

What happened
- LawZero said on September 16th that Canada and Germany have committed up to C$300 million to expand its research team, build dedicated computing infrastructure in Canada and open an office in Berlin.
- The release did not break out each country's share, set a disbursement schedule or spell out the conditions attached. It gives the joint ceiling, and as government funding it comes with no valuation.
- Hypertec and 5C, both Canadian infrastructure providers, will build and provide the dedicated compute capacity that LawZero describes as a planned expansion.
- Canada and Germany signed an AI declaration on February 14th that named LawZero as a possible area of cooperation and made Germany country of the year at the Montreal conference where the money was announced.
- LawZero launched on June 3rd, 2025 with more than 15 researchers and, by independent coverage, roughly $30 million in philanthropic backing from funders including Open Philanthropy and Schmidt Sciences.

Why it matters
- constraint Until the agreement fixes tranches and milestones, LawZero cannot size a hiring plan or a compute order against the full C$300 million, because a ceiling is spendable in part.

The money is meant to build a predictor. LawZero wants a highly capable model that forms probabilistic explanations of the world and develops no preferences about which outcomes should occur [12]. In the published design, it learns to distinguish a factual claim from the act of somebody making that claim [13]. Training avoids rewarding the model for what happens after its answers are deployed, a property LawZero calls "consequence invariance" [14]. Anything that needs to act sits in separate, auditable software, guarded by the predictor [15].
The formal case for that design is in LawZero's July 2nd safety paper, which argues it should reduce the risk of the predictor developing hidden goals [16]. LawZero's own account limits the argument to the predictor's internal agency and honesty, and calls it an early research case, not evidence from a deployed product or an independent evaluation [16]. For the argument to say anything about a system in production, an evaluator outside LawZero would have to test a trained predictor [16].
C$300 million is about ten times the roughly $30 million of philanthropic backing that independent coverage attributed to LawZero at launch [6][18]. The earlier figure is reported without a currency, so treat the multiple as an order of magnitude.
LawZero framed its nonprofit structure at launch as protection from commercial and government pressures that could compromise safety, and says that structure remains [7]. Two national governments are now its largest prospective source of funding [1][18]. According to runtimewire.com, the C$300 million ceiling could make Bengio's attempt to fund advanced AI research without commercial-lab incentives credible, while the conditions attached will shape LawZero's independence [17].
The policy groundwork predates the conference stage. Canada and Germany signed an AI declaration on February 14th and launched a Sovereign Technology Alliance covering compute infrastructure, research, commercialization and reduced dependence on foreign technology [8]. Bengio holds the 2018 A.M. Turing Award, founded Mila, where LawZero was incubated, and co-founded Element AI, which ServiceNow acquired in January 2021 [3]. LawZero says he redirected his work in 2023 after concluding that private labs were moving too quickly toward increasingly capable and autonomous systems [4].
What to watch
- Publication of the funding agreement, including each country's share, tranche triggers and the research milestones tied to disbursement.
- A date or technical specification for the Hypertec and 5C compute build, and an opening date for the Berlin office.
- An evaluation of a trained Scientist AI predictor by anyone who does not work for LawZero.
