Apple Intelligence clears China's regulators without Siri AI and with government sign-off on updates

Speaking in Shanghai on Thursday, Tim Cook said Apple Intelligence has been approved in China. A test version comes later this month, without Siri AI. A filter built with Alibaba lets the government approve ongoing updates to the models.

What happened

  • Bloomberg reported Wednesday, citing people with knowledge of the matter, that Apple plans a December consumer launch in China with iOS 27.3.
  • China's industry ministry issued network-access permits on September 29 letting recent iPhones support Apple Intelligence and Alibaba's Qwen and Tongyi Wanxiang models.
  • The planned release leaves out Image Playground and Apple's other in-house image-generation tools to comply with regulations, and limits some text generation in certain apps.
  • On Thursday Cook also sat down with commerce minister Wang Wentao, and the two discussed AI development and Apple's business in China.

Why it matters

  • constraint Release timing for model updates in China now depends on a government approval step that Apple does not control.
  • contradiction Cook's test version this month and the December consumer date from unnamed sources are two release windows, and no one has said on the record how they relate.
  • exposure Apple's November 2 results cover a quarter that ended before the test version arrives, so they cannot show an effect; any December launch would register in a later report.

The record documents delay. Implicator reports that Apple's internal targets moved first from May 2025 to the end of that year, and then to this past spring [5]. The report does not say what feature set Apple first intended for the market, so how much was cut along the way is not shown.

The newest part of Apple's AI is the part left out. The rebuilt Siri runs on Google Gemini models, and Apple executives doubt it will reach China in the near term [6]. What remains is the list Cook gave: Live Translation, Writing Tools and the Clean Up tool in Photos [7]. The package is largely made of capabilities introduced in 2024, and Live Translation arrived the following year [8]. Huawei, Xiaomi, Oppo and Vivo already offer AI services on their phones in China, and Implicator says how much Apple gains from a two-year-old set of relatively basic features is unclear [16].

Greater China sales grew in all three recent quarters without Apple Intelligence. Revenue rose 22% to $18.82 billion in the June 2026 quarter [9]. The March quarter had brought a 28% gain, to $20.50 billion [10], and the December 2025 quarter a 38% gain, to $25.53 billion [11]. Annual growth slowed by 16 percentage points across those two quarters [15].

Phones already sold in China figure in the rollout. According to an Apple support page published September 14, supported devices purchased in mainland China cannot currently use Apple Intelligence [12]. Once the service arrives, compatible devices bought earlier can turn on a core set of features, but new features will remain off while Apple works through regulatory requirements [12]. Apple declined to comment and has published no China launch date or feature list [18].

We think the trade-off is access for control. Apple takes a smaller feature set and a government approval step on model updates [2], and in return gets a product the permitted iPhones can run [3]. After launch we'd expect new China features to arrive at the pace of those approvals.

What to watch

  • Whether Apple publishes a China launch date and feature list that matches the December iOS 27.3 timing Bloomberg reported.
  • Whether Apple says anything about the China test version or its timing when it reports fiscal fourth-quarter results on November 2.
  • Any disclosure of how long the government takes to approve model updates once the service is live.
