Drag is what turns a low insertion into a lost satellite. At 190 to 250 miles the residual atmosphere pulls a spacecraft steadily lower until it reenters and breaks up, so anything parked there burns propellant holding station instead of banking it for the climb [5][3]. Against the roughly 500-mile operational altitude Bureau 1440 stated, the batch sits 250 to 310 miles low [2][4]. What the public record does not settle is which link underperformed: the launch vehicle's upper stage, the satellites' own propellant budget, or the target itself, since the first batch settled at about 340 miles and Business Insider notes that may mean Bureau 1440 had already moved the goalposts inward [9]. Bureau 1440 and Roscosmos did not answer Business Insider's questions [11]. Until one of them does, the honest read is a partial failure somewhere in the launch-and-raise chain, cause unknown.
The cadence arithmetic is where a bad batch becomes a program problem. Soyuz-2.1b has flown 104 times in two decades, about five flights a year [14][22], and at 16 satellites a flight that is roughly 80 a year, which Business Insider calculates puts a 200-satellite constellation more than two years out [15]. Now apply the program's own survival record to that pipeline: 37.5 percent of 80 is 30 durable satellites a year, and 200 of those takes closer to seven years [16][20]. The requirement is not large by Starlink's standards, since SpaceX operates more than 11,000 satellites and Ukrainian estimates put Russia's military need at 200 to 250 [13][12]. A modest target on a seven-year clock is a different asset than the one the Kremlin ordered.
The comparison that will end up on a slide is 37.5 percent against SpaceX's roughly 3 percent failure rate [16][17], and it is not like-for-like. SpaceX's number covers 43 early failures or terminations across its first 1,383 production satellites, a denominator accumulated over years [17]; Bureau 1440's covers two launches and 32 satellites, 20 of which are neither written off nor working [6][23]. A skeptic would say two batches is not a trend, and that early Starlink lost hardware too. Fair. The difference is the repair path: iteration is affordable when you fly weekly and punishing at five flights a year, and more so when Ukraine says it struck the plant that builds the rocket [18][22].
So the choice in front of Moscow this quarter is narrower than it looks. Flying the third batch on the existing schedule protects the political story of a domestic substitute for the service Russian forces lost on February 1, and risks adding 16 more spacecraft to the stranded column [1]. Holding the cadence to diagnose the shortfall concedes the delays the Institute for the Study of War already expects, and costs months of a war in which satellite links carry drone control [10][19]. Either way, the date this constellation becomes useful is now set by whoever fixes orbit raising, not by the launch manifest.

The 16 Rassvet-3 satellites launched on July 19 were originally supposed to orbit at an altitude of roughly 500 miles, according to Bureau 1440, the company developing the constellation.

Checkable orbits, silent operators
The core finding does not depend on anyone's characterisation: altitudes of 190 to 250 miles come from public US Space Force tracking, and the 500-mile intent comes from Bureau 1440 itself, so the gap is arithmetic on two disclosed numbers. An outside tracker, Zak, had already caught two of the satellites falling back. What keeps this from scoring higher is the silence at the middle of it — the company and Roscosmos said nothing, so every question about cause or a revised target orbit is answered by inference.
Twelve satellites toward a two-hundred-satellite network
Two launches have put 32 satellites up and left 12 in a durable orbit. Set that against the 200 to 250 Ukrainian analysts say a usable military network needs, and against Starlink's 11,000, and the deployment barely registers — roughly five percent of the low end of the requirement, at a launch cadence of about five Soyuz flights a year.

The overstatement here belongs to the program, not to the reporting. Bureau 1440 talks about dozens of launches and hundreds of satellites; the delivered result is 12 satellites at a stable altitude, at an orbit that may already have been quietly lowered from 500 to about 340 miles. Business Insider's own framing is notably restrained — it says outright that the cause is unknown and that many of the satellites were seen trying to climb, which is the opposite of writing the batch off.
Everyone interpreting the data is a party to the war
Notice who supplies the meaning. The satellite requirement figure is a Ukrainian estimate. The claim of further delays is a US think tank's. The strike on the Soyuz plant is Ukraine's own account, with no damage assessment attached. All three benefit from a picture of Russian failure, and the counterparty — Bureau 1440, plus Roscosmos — chose not to answer. The raw altitudes are neutral; the story built on them is assembled from interested hands.
Firm on where they are, empty on why
Two different things are being asserted and they deserve different trust. That the July satellites are far below the altitude their builder announced is about as solid as open-source space reporting gets. What it means — a lost batch, a slow raise still in progress, or a target orbit that was revised months ago and never restated — is genuinely unsettled, and the reporting says so. Read the altitude as fact and the failure verdict as provisional.
