The UAE is reportedly splitting a 5GW AI campus into a network of sites across the country

A dev.to post citing Reuters says the single 26-square-kilometer Abu Dhabi concept is giving way to dispersed data centers after drone and missile damage to AWS facilities, with air defenses and underground construction under consideration.

Why it matters

Splitting 5,000 megawatts across a country is a different engineering problem from building it once. The original concept was a single 26-square-kilometer site in Abu Dhabi [3]. That is roughly 192 megawatts per square kilometer [1]. At that scale, the dev.to post argues, the grid connection is a regional dependency measured against the capacity utilities plan for entire metro areas, and cooling water is a watershed-level commitment [11].

The post also argues against reading dispersion as safety. It cites a wildfire that came within a third of a mile of a Spokane VA medical center [5], and says two facilities are not geographic redundancy when they share power infrastructure, network carriers, workforce pool, transportation routes or supplier base, because one regional event takes the pair out together [6].

Air defenses and underground construction are the two mitigations the account attributes to officials [4]. Neither has a resource type in Terraform, which is close to the post's own complaint: the physical constraints never show up in the cloud architecture diagram [7].

Rack2Cloud's concentration-risk argument, cited in the same post, priced this exposure in dollars, as the cost of an outage expressed as the fraction of capability sitting behind one region or one provider. A 5GW campus concentrates the same exposure physically. All of that capability sits behind one building, and that building has one grid interconnect and stands in one hazard zone [10].

The chain of evidence here is thin. The revision reaches the reader through a dev.to post citing a September 2026 Reuters report, with the move to a network hedged as reportedly [1][3]. That post does not name an official or give a cost or schedule for the hardening. Three AWS facilities in two countries were affected [2][2].

What the record supports is narrow. One state changed the shape of one national project after strikes in its region [1]. The larger claim, that AI infrastructure has crossed a scale threshold where physical resilience is a first-order architectural requirement and enterprise cloud architecture has little native doctrine for it, is the post's own argument [8]. For anyone signing capacity in the Gulf, the part that transfers is the dependency list: which interconnect, which carrier and which labor pool two sites have in common [6].

What to watch

  • A first-party or Reuters-sourced site list and megawatt split for the distributed network, which would show how far the load is actually being spread.
  • Any disclosed cost or schedule for underground construction or air defense at a named UAE site.
  • Whether AWS changes its Gulf footprint or states hardening requirements for new capacity there.
