CATL starts trial cell runs at Debrecen two years after module output began

CATL says the Debrecen plant has its permits and two cell lines in trial runs, roughly eight months after the start date its European general manager gave for late 2025 or early 2026. Equipment validation comes first.

Why it matters

For a sourcing manager at one of Hungary's assembly plants, the useful part of the announcement is CATL's own definition. Trial production, the company said, is for setting up, optimizing and validating the equipment and manufacturing processes before series production begins [4]. Two lines are in that state [1]. CATL put no date on full-scale manufacturing, and the September statement stays silent on tariffs and trade policy [3][20]. Measured against the later end of the window Matt Shen gave a year ago, January 2026, the trial start is about eight months late [3].

The slide says 100 GWh in Hungary [10]. On site there is module assembly that began in autumn 2024 and has produced 537,000 modules, plus two cell lines in commissioning [9][1]. Over roughly 23 months, that module count works out to about 23,000 a month [1]. The cell side was still being fitted out this year: CATL broke ground on the first cell building in summer 2023 and completed installation of production equipment in spring 2026 [8].

SNE Research recorded 289.6 GWh of global installations for CATL from January through July 2026, up 26.6 percent on the same period a year earlier [14]. That is a run rate near 496 GWh a year, so the entire planned Debrecen build-out is about a fifth of what CATL already installs annually [2]. The difference is location. CATL will make cells in Hungary for its buyers there, and it said it will supply major European automakers that have established significant EV production capacity in the country [11].

Permitting has its own calendar here. The occupancy permit arrived in August 2026, after which CATL obtained the remaining permits and completed the requirements under its Integrated Pollution Prevention and Control permit [5]. Local authorities inspected the site regularly before granting it, following up on earlier issues that had caused concerns among residents, and confirmed the deficiencies were addressed [6]. CATL said it will monitor employee health, safety and environmental indicators during the trial and submit the results to regulators proactively [13].

A buyer wants to know whether the plant holds every permit it needs to operate, and whether the supplier has put a date on series output. Debrecen has every permit and no series date. A plant in that box can carry a second-source qualification and sample cells for validation builds. It cannot carry a launch-dated volume commitment, because the line that would fill it is still being validated [4]. Until that date exists, the honest Debrecen line items in a 2027 plan are samples and qualification work.

What to watch

  • A series production date for Debrecen, and whether it covers lines beyond the first two or the full 100 GWh plan.
  • Inspection or IPPC findings from Hungarian authorities during the trial period, and the health, safety and environmental results CATL submits.
  • Whether CATL names the European automakers it will supply from Debrecen and the volumes attached to them.
