At 1,848 legal actions a year, Korea's student loan agency needs 23 years to clear its oldest defaults

The Korea Student Aid Foundation took 1,078 collection actions from January through July, while its own in-house restructurings ran at 34% of last year's count. It sits outside the regulator driving the debt relief push.
