On the U.S. side of the argument's premise: 44 interceptors that miss in tests, and zero of Golden Dome's thousands in orbit. The buildup is measurable; the thing said to be causing the next round of it has not left the drawing board.
One word carries more than it can
Foreign Affairs is unusually disciplined about the limits of missile defense — it says outright that Washington never built the system its rivals feared and that the interceptors it does have test badly. The overreach is narrower and sits in the word 'already': the claim that Golden Dome has changed Russian and Chinese force plans is presented as accomplished when the only evidence offered is that something like it happened after 2002. That precedent is suggestive, not a substitute. The essay's own hedge, 'whether or not the so-called dome ever materializes,' is doing more work than the framing admits.
An argument with no opposing witness
This is an essay with a destination: arms control requires limits on defenses. That is a legitimate position and it is stated plainly, which is better than burying it — but the reader gets it without a counterparty. Nobody defending Golden Dome, nobody from the Pentagon, no contractor with a bid in, no Russian or Chinese official is quoted anywhere in this reporting. The authors' affiliations and funding are not in front of us either, so the usual disclosure check cannot be made.
Plan against it, do not quote it as settled
The descriptive layer here is trustworthy enough to act on: counterspace capability, kinetic tests, silo construction and a thin U.S. interceptor inventory all hang together and are dated. The predictive layer — bigger adversary arsenals and weapons aimed at orbit, decided already — is a reasoned expectation from one arms-control argument with no corroboration and no rebuttal.
