Lee and Trump pair investment progress with new momentum on wartime command transfer
A summit Seoul thought unlikely ran for about 30 minutes in New York because the strategic investment talks finally moved, and the shipbuilding, submarine and nuclear energy files were tied to the same negotiation.

Why it matters

Thirty minutes covered the investment projects, wartime operational control, nuclear-powered submarines, shipbuilding and North Korea, on Wi Sung-lac's account of the meeting [3][4][5][12][14][16]. Six minutes a subject [21], and the Presidential Office says command transfer took a substantial portion of the total [5]. Lee arrived from a reception that had begun at 7 p.m. and was sitting with Trump twenty minutes later [20][22].
No figure was given for the strategic investment projects the two leaders welcomed [24][4]. The progress in those talks is what got the meeting arranged. The schedule was not confirmed until the last minute, and while the investment negotiations were proving difficult there was considerable speculation that no meeting could be arranged at all [19].
The transfer of command runs through three assessments: initial operational capability, full operational capability and full mission capability. The FOC verification is now in its final phase, and naming a target year at next month's Security Consultative Meeting would move the process into FMC [10]. Seoul's plan is to close FOC and get both defence ministers to approve it before the meeting convenes [8]. Counting from the 22nd, that is under six weeks [23]. The year cited so far is 2028, before the end of Trump's term [9].
Lee's side of the bargain is budget. He pressed higher defence spending and independent defence capability as leverage across the command transfer, the nuclear-powered submarines and the nuclear energy agreement [12]. A senior Presidential Office official said Lee conveyed that South Korea would increase defence spending, or reaffirm its willingness to take on greater responsibility for the defence of the Korean Peninsula, and that as an extension of this it hoped submarine discussions would accelerate [13]. The Strait of Hormuz, where Washington has been asking Seoul to expand its role, went unmentioned [18].
The record supports a restarted sequence on the security items tied to the investment talks [2]. No terms have been agreed yet [24]. It runs three ways from here. The SCM closes FOC and publishes a target year, and the Washington security consultations the two sides agreed to hold as soon as possible [15] become the place where Korean yards learn what warship work they have taken on [14]. Or FOC slips, no year is presented, and the half hour in New York is all the investment progress produced. Or shipbuilding moves first, because that is the item the American side wanted accelerated, and Korean yards take on warship work before a command-transfer date is set. I would expect the third. Trump asked for speed on shipbuilding [14], while the command transfer still needs its FOC verification closed, a ministerial sign-off and the FMC stage after that [10][8]. If next month's SCM ends with a target year in hand, that call is wrong.
