Korea's Uzbek rail MOU covers eight train sets, pending a feasibility study

Thirteen documents came out of Shavkat Mirziyoyev's state visit to Seoul. The Blue House ties any widening of project cooperation to feasibility studies still to come. The Export-Import Bank of Korea has promised to explore financing.

The two verbs that govern the Export-Import Bank of Korea's document are identify and explore. Thirteen agreements and memorandums were signed on the day [1]. The other seven it leaves out [17]. The text breaks off mid-sentence while listing the agricultural MOU [9].

Defense sits in the publisher's headline [16] and in President Lee Jae-myung's list of ambitions, though none of the six documents itemised in the account is a defense agreement [21]. He proposed expanding "the horizon of mutually beneficial cooperation, from transport, infrastructure, health care and responses to the climate crisis to critical mineral supply chains, AI and digital technology, and the defense industry" [10].

Mirziyoyev, for his part, said that "Korea's experience and technology are being widely shared across industries including e-government, education, IT, agriculture and health care," and that "the partnership between the two countries is developing successfully" [13]. He described Lee as "a leader with experience and a pragmatic outlook" [14].

Lee put the political base of the relationship in the diaspora, saying Uzbekistan is "a very special country where some 200,000 ethnic Korean compatriots have built their lives" [11]. He dated the relationship to diplomatic ties in 1992 [12], which is 34 years before this visit [18].

I would expect the Eximbank framework and the Korean-dedicated industrial complex category to matter more to Korean exporters over the next five years than the rail memorandum does. Those two decide which projects get financed at all [5]. The counter-case is straightforward: state-visit memorandums lapse when feasibility studies come back thin, and the eight train sets are the test, since a trainset order carries a price and a delivery date. A third path runs through the multilateral track, where the defense language the two leaders used [10] could surface at the first Korea-Central Asia Summit on the 16th [3].
