Tokyo Electron is building a duplicate clean room a kilometre from SK hynix's Yongin cluster
Tokyo Electron Korea will test the tools it sells SK hynix in its own matching clean room a kilometre from the customer's Yongin site, on a completion date the customer has already moved once. Kolon Global is the builder.

What happened
- Kolon Global is putting up 12 structures for Tokyo Electron Korea: four main buildings, among them a fab, an office, a parking tower and a daycare centre, plus eight utility buildings for power and water.
- Tokyo Electron installs equipment identical to what it supplies to SK hynix at the site, then tests and improves its performance in an environment that matches an actual production line.
- SK hynix's Yongin semiconductor cluster is being developed about one kilometre from where the Tokyo Electron evaluation facility is going up.
- Ground was broken on the Tokyo Electron facility in July last year, and completion is targeted for January.

Why it matters

Eight of the twelve structures going up in Wonsam-myeon, Cheoin-gu are utility buildings for electricity and water, two thirds of the count [1][2][20]. Inside the evaluation building, panels are laid over a steel frame with space underneath for piping and wiring [10]. Filter fan units in the ceiling supply clean air continuously and hold the interior at higher pressure than the air outside, and underground systems feed ultrapure water and cooling water to the equipment [11]. Etching, deposition, photolithography and cleaning tools perform properly only if fine contaminants are blocked out and conditions are held constant [12].
"You can't go into a client's operating plant and keep testing equipment there," said Lee Jae-yeol, Kolon Global's site manager [7]. "This is a facility for evaluating and upgrading equipment under identical clean-room conditions" [8]. The Seoul Economic Daily described the concept as a digital twin, recreated with physical equipment [9].
A site official put it in terms of response time. "Think of this facility as a five-minute standby base for Tokyo Electron Korea," the official said [5]. "This is a base for waiting close to the client so we can respond quickly if something goes wrong with the equipment" [6].
The build runs about eighteen months from groundbreaking to the January target [22]. Against SK hynix's February date, the lab has a month of clearance where the old May date allowed four [21].
Kolon Global expects the site to be a track record for winning production and research facilities from semiconductor materials, parts and equipment suppliers, and says it wants to reduce its dependence on swings in the housing market [17][18].
The Seoul Economic Daily report is silent on construction cost, contract value, which products the tools being tested will help make, and HBM [23]. The case that equipment vendors now buy ground beside their customers therefore rests on the kilometre and on the five-minute line [4][5]. Two other readings are available. An evaluation lab next to a large customer is ordinary vendor service infrastructure, and the size of this one may simply follow the size of the Yongin cluster. Or proximity is the part of the job a builder can show a visitor, and the credential is what Kolon Global came for [17]. I think the re-dating tells you more than the distance does: a supplier that moves its own completion date when the customer moves his has accepted that its calendar belongs to the customer [14]. If TEL's January date slips into spring and SK hynix's February line starts anyway, that reading was wrong.
What to watch
- Whether other equipment or materials suppliers break ground near the Yongin cluster, and who wins the clean-room contracts.
- Any disclosure of the facility's cost, or of the service commitment behind the five-minute standby language.
- Kolon Global's accident-free record holding to completion, with safety work continuing through the Chuseok holiday.
