Power problems took down 622 of the Helene cell sites the FCC counted in North Carolina
In the same reporting area the FCC listed seven sites down from physical damage. That split tells product teams what an emergency mode is actually up against, and StellarLight's founder says energy independence is the harder half.

Why it matters

Add the two causes the FCC listed for its North Carolina reporting area and the total comes to 629 sites: 622 down on power, seven down on physical damage [3]. Power accounts for 98.9 percent of that pair, about 89 power failures for every site where something physically broke [1][2].
The commission cautioned that cell-site outages do not directly measure consumers' ability to obtain service [2]. So the 74.31% headline figure describes equipment [1]. It is a count of towers. A phone-based emergency feature also depends on the charge in the hand holding the phone, and the report covers the tower end.
Both responses in the record either supply energy or route around it. Reuters reported on September 30 that FEMA had made 40 satellite systems available in North Carolina for responder communications, with another 140 being shipped, which is 180 in total [4][3]. During the January 2025 Los Angeles wildfires, The Verge reported carriers deploying portable generators and emergency resources to sustain service [5]. The terminals went to responders, and the generators came on trucks.
Christopher Powers, founder of StellarLight, wants one device that keeps satellite, cellular and Wi-Fi available and lets software pick the route [6]. "Reliable satellite connectivity is under-realised," Powers said [7]. He puts energy independence next to connectivity as a contributor to resilience, and his team currently has it listed as a development objective [8]. The venture is early-stage, and StellarLight has not published a price or a ship date [13].
The adaptive part is where his own doubt sits. Software choosing a pathway would draw on information about a person's circumstances and surroundings [15]. "I think one of the things that will make or break the device is the privacy issues," Powers said [9]. He names affordability as the other barrier [11].
Two questions sort the features in an emergency mode: does the feature need a tower standing, and does it need mains power somewhere in the chain. Cached maps and downloaded documents need neither, and they last as long as the battery. Emergency SMS and carrier alerts need a powered tower, and that was the failure at 622 sites [3]. Satellite messaging drops the tower and leans harder on the battery. The comfortable assumption in a spec review is that the user opens the app and reads the cached copy; the only account of behaviour in this record is Powers', who lists checking on loved ones, contacting hospitals and receiving information about changing conditions [12].
The defensible spec is hours after the grid goes down, and it is the smaller of two numbers: charge left in the device and fuel left at the site.
