KAI must average 20 KF-21s a year after 2028 to reach Korea's 120-jet total

The first KF-21 goes to the Air Force around Chuseok, with about eight jets due this year. The 120-aircraft plan behind it comes off a line where roughly 30 workers thread 40 kilometres of wire into each airframe by hand.

What happened

  • KAI plans to deliver about eight KF-21 fighters to the South Korean Air Force this year, and the first aircraft is to be handed over around the Chuseok holiday.

Why it matters

  • constraint Extra output has to come from suppliers who are already approved lifting their own rates, because a new entrant cannot ship until it clears certification. Capacity here is not something KAI can buy inside a quarter.
  • contradiction The visit yields two flow times for one set of rails: six months in the walk-through, a year from the line executive. Which figure holds decides whether two lines can carry the post-2028 rate at all.
  • decision KAI now has to choose between hiring and training more skilled assemblers, running more shifts, or adding floor space. This year's eight aircraft will not settle which of the three the 2032 total requires.
  • capability Pilot conversion does not have to wait for airframes: the trainer already carries North Korean terrain and surface-to-air missile data, so aircrew can build hours while their jets are still on the line.

Eight aircraft this year, then 32 more to reach the 40 the Defense Acquisition Program Administration wants in service by 2028, which is 16 a year across the two years in between [1][3][1]. The 80 that follow by 2032 work out at 20 a year, two and a half times this year's number [2]. No unit price or contract value came up during the plant visit. The delivery schedule is the only quantity on offer.

Two stations on the Sacheon floor are automated, and both are there because of tolerance. The Fuselage Automated Splice System uses lasers to find the two fuselage sections and hydraulic columns to nudge them into position [4]. "The margin of error when we join the KF-21's fuselage sections is one-thousandth of an inch," the head of the production line said. "Hard to picture? It means the error is about a quarter of the thickness of a sheet of A4 paper." [5] The other is WJDS, which drills about 3,400 holes to mate the carbon composite wing to the fuselage, and its industrial diamond bits go dull after 500 [6]. That is about seven bits per aircraft, or roughly 136 a year at a rate of 20 [3].

Everything else goes through hands. Each jet carries 40 kilometres of wire, which across the full 120 aircraft is 4,800 kilometres [7][4]. "It is all done by hand and requires highly skilled workers," the executive in charge of the line said [11].

The visit produced two different flow times for the same rails. The walk-through puts about six months on moving an airframe from the left end of the line to the right [9]. The executive said, "It takes a year to go from the left end to the right end" [10]. Twenty aircraft a year across two parallel lines is ten per line, or one rollout every 36 days [6]. At either flow time each rail has to hold several airframes at once, and dozens are in final assembly on the 21,600 square metres of column-free floor [13][5].

A rate increase has to come out of the supply base. Forty-five companies handle 70% of KF-21 production volume, leaving 30% inside KAI, and a new firm can register only after clearing a production approval process [12][7]. Doubling to 16 a year therefore means those 45 raise their own output, or the approval queue produces more of them [12][1].

If the eight are first-article jets and the same crews get faster, 16 in 2027 and 2028 comes cheaply [1]. If six months is the design flow and a year is what the early aircraft actually took, shifts can close the gap without a second building [9][10]. And if the constraint sits with the 45 suppliers, what happens on KAI's own floor tells you little [12]. In my view the labour and certification gate shows up in the 2029 to 2032 block, not in this year's eight; the first sign I have that wrong would be KAI clearing more than 16 a year without adding suppliers or floor space [1][2].

What to watch

  • Whether the first handover lands around Chuseok and the remaining seven aircraft follow before year end.
  • Any addition to the 45-supplier list, or a second assembly building alongside the Sacheon fixed-wing hall.
  • A revised DAPA delivery schedule that moves the 40-aircraft 2028 figure in either direction.
