The disaster agency says this week's sorties brought light rain over Sumatra and western Kalimantan, though nothing in the operation was built to show whether those clouds would have rained unaided. The treated-case totals have the same trouble.

The seeding claim deserves a slow read. BNPB's spokesman, Berton Suar Pelita Panjaitan, said operations this week prompted light to moderate rain over eastern and southern Sumatra and western Kalimantan [8], and in the same statement said implementation depends heavily on atmospheric conditions and on rain-bearing clouds sitting over the target areas [7]. Both are true, and together they describe an evaluation problem rather than a result: the clouds you can seed are the clouds closest to raining. Particles of silver iodide or salt go in to trigger precipitation [17], rain follows, and there is no unseeded cloud drawn from the same population on the same afternoon to set beside it. That is not a reason to ground the aircraft, particularly when ground and air task forces are extinguishing and cooling regardless [20]. It is a reason not to read the rainfall as a measured return on the 8,000 kilograms of salt scattered on Wednesday alone [9].
The health figure has a similar shape. Divide the two-month tally of treated respiratory infections by the 62 days of July and August and it is about 220 people a day [1]; set it against the exposed population and it is roughly 27 per 10,000 [2]. What that counts is people who reached a clinic and were written down. The coughs and colds Katharina Abi described in her one- and five-year-old, brought to a Palangkaraya shelter as smoke thickened around their house [21], enter the count only if someone treated them. There is also no smoke-free July in the series to compare against. Deputy Health Minister Dante Saksono Harbuwono's warning that prolonged exposure to toxic air can bring serious long-term complications [19] points at precisely the part a two-month tally cannot see.
The suppression arithmetic makes the mismatch of scales concrete. More than 4 million litres of water poured on burning areas in recent weeks [10] is a great deal of water and a very thin film over the ground it is fighting for: spread evenly across the 200,000-plus hectares burned since January, it works out to 20 litres a hectare, about two thousandths of a millimetre deep [5]. The two windows do not line up, and nobody would spread it that way, since water goes onto active fronts and hotspots where it can stop an advance. The ratio is still the useful thing to hold, because it is the ratio between a targeted tool and a regional airshed.
WALHI's Indra Syahnanda said he hopes the government will address the root causes of a haze that returns every year [14], and most of these fires are attributed to slash-and-burn clearing for agriculture [15]. The atmospheric half of the trap is tighter than the political half. El Nino is felt in Indonesia mainly as drought [18], and this one has been dubbed "Godzilla" [c13b]; the dry air that cures the peat and scrub is also the air with the fewest rain-bearing clouds in it, and a rain-bearing cloud is the one input seeding cannot manufacture.

More than 5 million people on the islands of Borneo and Sumatra were directly exposed to the risks of haze from dozens of fires across Indonesia, according to Deputy Health Minister Dante Saksono Harbuwono.
Indonesia has intensified efforts to fight wildfires with cloud seeding and water bombing as thousands of people nationwide struggle to breathe through smoke and haze, officials said Friday.
Some 13,500 people were treated for respiratory infections in July and August, Dante said.
Several schools had been closed intermittently, and the haze has also made people in Singapore and Malaysia sick.
Dante said the vulnerable groups that must be evaluated are children, the elderly, pregnant women, people with asthma and outdoor workers.
NGOs have set up two shelters in Palangkaraya, the capital of Central Kalimantan on Borneo, for babies and children affected by the haze, with more planned; the shelters can accommodate only five children at a time and were equipped with baby formula, oxygen tanks, medicine and a playground.

Two podiums, one wire
Trace the numbers and they all end in the same two places: the deputy health minister for exposure, treated cases and masks; the disaster agency spokesman for salt, litres and rain. AFP relays them accurately and phys.org carries them; neither adds an air-quality reading, a hospital record, or a burn estimate from anyone outside the government. The reporting is scrupulous about attribution, which is exactly how the thinness becomes visible.
Undoubtedly flying, barely covering
The response is real and running — sorties over two islands, a day's salt weighed in tonnes, water bombing, masks in circulation, shelters open. What the arithmetic does to it is another matter: 20 litres of water per burned hectare, one mask per 58 residents, ten shelter places against more than five million exposed. Wide deployment, negligible depth per person, and the reporting supplies both halves without connecting them.
'Succeeded' is doing the heavy lifting
One word carries more than it can: the agency says seeding 'succeeded' in prompting rain, having just explained that seeding requires rain-bearing clouds to be sitting over the target already. With no control area and no forecast baseline, a successful sortie and a rainy afternoon look identical from here. The treated-case total leans the same way, reading as a measure of harm when it is a count of people who made it to a clinic. What keeps the gap moderate rather than wide is that phys.org prints the caveat and gives WALHI's root-cause objection the closing word.
Scorekeepers marking their own sorties
Both load-carrying voices are being judged this week on the thing they are describing. BNPB assesses whether BNPB's seeding worked; the health ministry reports the exposure it is responsible for mitigating and the masks it handed out. WALHI has its own stake in the root-cause frame, declared plainly enough. AFP is disinterested in the outcome but had one day and, apparently, only official access — which is how self-assessment ends up as the spine of the account.
Firm on scale, soft on cause
We would stand behind the shape of the emergency — the burned area, the exposure order of magnitude, the fact that aircraft are flying and shelters are open. We would not stand behind the claim that the salt made it rain, nor treat 13,500 as the size of the health toll. With a single wire report and no independent measurement of air, rainfall, or hospital load, that split is about as far as confidence can reasonably go.
