An AP-NORC and University of Chicago poll puts concern about AI's environmental impact at 53%, up from 41% a year ago, with majorities worried about local electricity prices and water supply.

Concern about AI's environmental impacts is at 53% [1]. Six in 10 support limiting how many new data centres get built, including most Democrats and most Republicans [6]. A concern figure moves press releases. A bipartisan majority for a cap moves county boards, and county boards are the bodies that approve or deny a hyperscale campus.
About 3 in 10 U.S. adults are highly concerned about meat production or air travel [8]. AI now runs roughly 23 points above that [9]. Meat and flying have decades of campaigning behind them and they still poll lower than a technology most people first used two years ago.
Pew's analysis earlier this year found 87% of existing data centres are in urban areas, while most new ones are planned for rural ones [5]. Rural siting was the cheap answer to land, power interconnects and neighbours. It also moves the decision into jurisdictions with small municipal water systems and small rate bases, where a single campus is a large share of both. Cornell energy systems engineer Fengqi You told the AP that data centre water use is "nationally modest but potentially locally decisive" [10].
The concern is not evenly held, which matters for anyone modelling political risk state by state. About two-thirds of Democrats are extremely or very concerned, up from about half in 2025; about half of independents and about 4 in 10 Republicans say the same [3][4]. Concern is rising fastest among Democrats [2]. Support for a cap does not follow that split, though.
What people say they are worried about is specific. Majorities are extremely or very concerned about what data centres do to electricity prices and to the water supply in their communities [7]. Those are the two line items a utility commission and a municipal water authority actually control, and Lawrence Berkeley National Laboratory has projected data centres at 11.8% of U.S. electricity consumption by 2030 [11].
Michael Greenstone, who directs the University of Chicago institute behind the survey, said: "We're undertaking a massive experiment in real time, and I don't think there'll be any putting the milk back in the bottle. Change is scary, and I think some of that is being reflected here" [12].
The residents quoted in the AP's account are not arguing about carbon budgets. Nancy Antunes, a 60-year-old retired Democrat from Waltham, Massachusetts, said: "I think that decisions are being made for the company, not for the community that they're being built in" [13]. Eriech Tapia, a 30-year-old Republican in Arlington, Virginia, told the AP the centres provide computing power that helps keep the U.S. competitive, and that he worries about how much electricity they use [14].
So the forcing question for a capacity plan is a two-part test on each site: does this campus change a retail electricity rate that voters see on a bill, and does it draw from a water system small enough that a single campus is a visible share of it. Two noes and the poll is background noise. If one answer is yes, the negotiation happens in public; if both are, the board across the table answers to voters who back a cap by 6 in 10 [6].
What to watch
