A tipping-points report scores 51 environmental solutions on whether scaling makes them cheaper
The framework, produced with Green Futures Solutions at the University of Exeter for Earthshot Prize judging, asks whether a solution's economics improve as it spreads, and it attaches a 2030 target to each area.

Why it matters
- decision A funder applying this screen reorders its shortlist. A project with strong impact per pound that stops the day the grant ends ranks below a smaller one whose costs fall as volume rises.

Most environmental spending assumes change is incremental and proportionate, with bigger problems needing bigger budgets [19]. The report's question is different: is the clean option, or could it quickly become, more affordable, accessible and attractive than the polluting system it seeks to replace [4]. Solar is the calibration case. Its cost fell around 90% in a decade because every panel sold stimulated innovation that made the next one cheaper [6]. Spread evenly across ten years, that is a fall of roughly 21% a year, compounding [1]. The screen ranks the direction of unit costs. Size is a separate question, so an area can pass the test and still be small.
Clean cooking shows why direction can matter more than budget. About 2.1 billion people still cook on wood, charcoal or dung, and the smoke kills nearly 3 million people a year, more than 300,000 of them children under five [8]. The youngest age group is therefore more than a tenth of the annual toll [4]. Pay-as-you-go finance, borrowed from off-grid solar, turns an unaffordable stove into a small weekly payment, and the report says people switch primarily because it saves them time and money [9].
Methane is responsible for about 30% of global heating so far but lasts only around 12 years in the atmosphere, so cutting it cools the climate within a decade instead of within a century [10]. A new generation of satellites can pinpoint leaks from individual oil and gas facilities from space, the fixes are cheap, and the gas saved is worth more than the repair [11]. The article gives no count of how many located leaks have been repaired.
Inside a well-enforced marine protected area, where commercial fishing is banned, fish biomass typically reaches four to seven times that of surrounding waters within five to ten years [12]. The next step is political: fish spill across the boundary, nearby catches rise, and fishers who initially opposed the reserve become the constituency demanding more of them [13]. The report describes that sequence without putting numbers on it. Around 3% of the ocean is fully protected, and the high seas treaty, itself an Earthshot Prize winner, entered into force this year with a goal of 30% by 2030 [14], which is a tenfold expansion in five years [2]. Satellites can now monitor some industrial fishing fleets [15]. That monitoring makes the enforcement the biomass figure depends on cheaper.
The report's own finance number is its sharpest: Africa receives only 3% of clean energy finance despite holding 60% of the world's best solar resources [16]. That is a twentyfold mismatch between where the resource sits and where the money goes [3]. The report sets out where innovative financing could create the conditions to address such barriers and how current gaps in adaptation finance can be closed [17].
The account is written in the first person by the report's authors [18], and it describes no independent test of whether screening for tipping potential picks better projects than scoring impact per pound. The solar case is retrospective and singular. The commitment I would hold them to is the measurable 2030 target attached to each of the 51 areas [5], because a framework that publishes a number per area can be scored in 2030 against 51 outcomes.
What to watch
- Whether the 2030 targets for all 51 solution areas are published in a form outsiders can score without the authors' cooperation.
