The people who own EU compliance for a consumer product got a heading. Euronews counted digital safety as one of five takeaways from the Strasbourg speech, next to Canada, hybrid warfare, climate change and migration [5]. On substance, the same account reports that von der Leyen addressed the rapid development of AI systems and social media restrictions for children [4]. It does not report an instrument, an application date or a scope for either [6].
What this record supports is narrower than a speech turning into a proposal, the proposal arriving with a transition period, and time to build. Two subjects were said out loud by the head of the institution that writes the text.
An announcement you can act on looks different. Petteri Orpo, Finland's prime minister, welcomed the proposed European Security Council and named the partners it would work with: Ukraine, the UK, Norway and Canada [12]. He also backed an EU "Article 4", an emergency protocol similar to NATO's, which a member state could trigger to get a coordinated European response [13]. "With it, EU countries could act together when a member state is subjected to a serious hybrid measure," Orpo wrote on social media [13].
Whether any of the announced work gets staffed runs through revenue. Von der Leyen pressed for new own resources, in essence EU-wide taxes, to complement national contributions that capitals are reluctant to increase [9]. The Commission has proposed five and the Parliament has put forward an extra three, for eight on the table [9][10]. "The answer lies in a strong European budget," she said. "I'm preaching here in the wrong church. I know it. But I'll say it again: we have to get the budgetary equation right." [8]
The test I use on an EU item has three columns: a named instrument, a date it applies from, and a scope that says whether your product is inside it. An item that fills two or three becomes a workstream with an owner and a slot in the quarter. An item that fills one or none gets a named watcher and a calendar check, and no engineering time. Digital safety, as this speech left it, fills none [6]. Roberta Metsola closed the debate the same morning and Parliament went back to ordinary legislative work [16].
