Apple ships one iPhone 18 Pro Max name with two different modems
Apple's updated spec pages give the C2 modem to every iPhone 18 Pro and to Pro Max units outside the US, where iOS 27 code points to Qualcomm silicon instead. Apple has yet to explain the split, and both parts list US mmWave 5G.

Qualcomm's modems have supported US mmWave 5G in iPhones since the iPhone 12 [7], so a US buyer comparing the 18 Pro against the 18 Pro Max on 5G support sees the same line twice.
Apple's own performance number measures the C2 against its predecessor. Apple said the chip delivers "meaningfully faster uploads" compared to the C1X while consuming 15% less energy [8]. That figure sets one Apple modem against the other, and the part in the US Pro Max falls outside it. MacRumors said it is unclear which Qualcomm modem is inside, with the Snapdragon X85 the most likely candidate [12].
Supply of the C2 does not look like the limit. The same modem goes into the foldable iPhone Duo in every market [14], which is Apple's newest and tightest enclosure. Apple has not explained the difference [4]. The one contractual reading on the record comes from MacRumors. It noted Qualcomm's 2023 announcement that it would supply Apple with smartphone modems through 2026, and wrote that Apple may be fitting the US Pro Max with a Qualcomm part "in order to honor this agreement in a minimum way" [5].
The pace of the in-house parts is the context for that. The C1 debuted in the iPhone 16e in February 2025 [9], the C1X in the iPhone Air seven months later in September 2025 [10][15], and the third-generation C2 has now arrived across the iPhone 18 Pro models [11].
For the person who has to certify these devices, the difference falls on two axes: whether the spec sheet names it, and whether the user feels it. Band support and mmWave sit in the named-and-comparable quadrant [6].
