More than 80% of 530 people in African nature-based projects reported limits in the climate services they use
Researchers interviewed 530 people running mangrove, rangeland and urban greening projects across five countries about the climate information reaching them. Their major complaint was that Indigenous forecasting is not connected to it.

- Researchers interviewed 530 people from nature-based projects in Ghana, Kenya, Tanzania, Madagascar and South Africa about the climate information they receive and what else they need.
- More than 424 of them said the climate services they already use have limitations, a share above 80% of the sample.
- In Turkana, Kenya, seers known as Emuron anticipate severe weather and elders send scouts to check pasture and water before moving livestock, and neither practice is connected to formal climate services.
- Interviewees said information was hard to access or arrived too late, and that internet-based services do not work where mobile data is unaffordable, reception is unreliable or people have no smartphone.

Why it matters
- constraint Better science delivered the same way stops at the same barrier: a finer forecast on a website does not reach a herder without data, signal or a smartphone, so resolution upgrades alone cannot clear the access problem.

More than half of the 530 asked for better versions of the information they already receive, so at least 266 people put repair of existing products above anything new [4][17].
That split exists because of how the questions were put. Interviewees were asked what they received about past, current and future climate conditions and how they used it in their work. They were then asked to rank improvements to existing services and, separately, what they would want from entirely new ones [3]. Two questions produced two lists, and that is what lets the authors say where a fix is needed and where a gap is.
The authors flag the catch in their own subheading: what people already use influences what they say they need [13]. A survey of current users measures preference inside the supply that exists. No one in Ghana, Kenya, Tanzania, Madagascar or South Africa can rank a service that has never been offered there.
Their prescription points at institutions. They write that simply asking people what climate information they need is not enough, and that scientists, providers, users and local and Indigenous knowledge holders need the time, resources and incentives to develop climate services together [11]. Institutions and funders, they write, need to recognize that getting different types of people to work together is as important as developing a "final climate service product" [12].
The interviews do not measure outcomes. Nobody compared a co-produced, community-specific service with a conventional forecast, tracked grazing moves or seedling survival, or tested whether people could read a seasonal forecast [20]. So the claim that this is a supply-side failure rests on the content of the complaints. Those complaints are about timing, access, and the absent link between formal services and Indigenous forecasting and decision-making [6]. I think that is strong evidence about delivery. On interpretation it says nothing either way.
One example in the article shows a delivery route that runs through group membership. Smallholder farmers grazing sheep on communal land in the uMzimvubu catchment in South Africa's Eastern Cape belong to grazing associations, and information about managing rangelands sustainably reaches them as a benefit of membership [14].
What to watch
- Whether the full paper reports the sampling method and the country-by-country breakdown of the 530 interviewees.
- Whether any funder writes co-production time for scientists, providers and Indigenous knowledge holders into a grant as a paid line item.
- Whether a community-specific, co-produced service is ever tested against a conventional forecast on measured decisions such as livestock movements or seedling survival.
