Burnham puts the bill for a national care service before voters at the next election

Andy Burnham will put a free national care service, funded so that "everyone contributes", to voters at an election due by mid-2029. For employers that means years of notice before any care charge is collected, with no instrument yet proposed for this quarter's plans.
