Researchers urge Nepal to settle who qualifies for aid before reconstruction grants flow

Nepal's Rapid Disaster Needs Assessment counts about 33,000 people who lost homes in August's ice-rock avalanche and floods, and researchers who studied the 2015 earthquake rebuild say the rule for who qualifies for a grant is where the last recovery went wrong.
